The source Atlas reports its original 101 routes resolved: 96 canonical owners and five specialist handoffs, plus two later school guides. These are inherited source labels, not 103 fresh body checks in this pass. The next job is maintenance, depth and complete-route testing. Build a new article only when the precise job remains missing after checking the current estate.

Control contract and state

Federation Publish Gate v1.1

Desk: FED.WING.SENGKANG. Before any task moves to BUILD, it must pass the federation gate below. Search demand can trigger inspection; it cannot bypass ownership.

  1. Reader-job test. State the exact human job in one sentence. If the job is vague, HOLD.

Wing-specific boundary: Sengkang may BUILD learner-runtime, how-to-learn, practice, transfer, assessment-evidence, examination-craft and tutor-operation jobs. Bare subject/concept knowledge should route to the public or specialist owner instead of turning Sengkang into a second encyclopedia.
