What to Do and Who to Call in an Emergency in Sengkang | HDB Fire, Smoke and Evacuation

Fire or dangerous smoke in a Sengkang HDB flat, corridor or public building? Dial 995 once you can do so safely. Warn people nearby and take the safest escape or shelter option for your location. The urgent steps are first; detailed explanations follow.

Quick action plan: fire, smoke and evacuation

  1. Identify whether the fire or smoke affects your unit or escape path. Do not walk through dense smoke or open a door onto flames.
  2. If your home is on fire and the exit is safe, leave immediately. Alert others inside, close doors behind you if possible and call 995 from a safe place.
  3. Use an exit staircase, not a lift, when evacuating a fire area. Follow building alarms and instructions from SCDF and authorised responders.
  4. If smoke or flames block escape, shelter in the safest room away from the fire. Close the door, reduce smoke entering, stay low and call 995 with your exact location. Do not jump.
  5. Tell 995 the HDB block, road, floor, unit, source of smoke and whether anyone is trapped or needs mobility assistance.
  6. Do not go back inside for valuables, pets or photographs. Tell firefighters if someone remains inside.

Who to call in a Sengkang fire emergency

  • 995 — Singapore Civil Defence Force (SCDF): the number for fires, rescue and emergency ambulance assistance. SCDF fire and emergency guidance.
  • 70995 — SCDF emergency SMS: primarily for people who are deaf, hard of hearing or speech impaired. Include ‘fire engine’ or ‘ambulance’, the address and what happened.
  • 999 — Police: when there is an immediate policing or security threat as well; a fire or rescue call itself should go to 995.
  • Non-urgent fire hazard reporting: use SCDF’s feedback channel for obstructed exits and other hazards that do not require an immediate emergency response.

A crucial Sengkang HDB rule: not every floor follows the same evacuation instruction

Singapore’s high-rise fire approach is targeted. The Ministry of Home Affairs explains that the SCDF prioritises evacuation of people on the affected floor and the two floors above. Residents on other, unaffected floors should generally stay inside their flats with doors and windows closed unless SCDF assesses that evacuation is necessary or gives different instructions.

This does not mean you should stay in a flat that is burning. If your own home is on fire, evacuate if you have a safe route. Nor should you remain in a corridor filling with smoke merely because you are outside the three prioritised floors. Conditions change quickly. The authoritative instruction at the scene comes from SCDF.

Do not set off a building-wide evacuation by making assumptions about what other flats should do. Tell the dispatcher what you see, then follow directions. Keeping the distinction clear prevents people on unaffected floors from walking into smoke or crowding stairs unnecessarily.

If fire starts inside your flat

Your first concern is getting people away from the fire and alerting SCDF. If it is a very small and contained fire, a person who knows how to use a suitable extinguisher may consider doing so only if there is no danger and a safe exit remains available. Never make firefighting a condition of leaving.

  1. Call out to people in the flat. Move children, older residents and visitors away from the danger, provided doing so does not endanger you.
  2. Use a safe route out and close the door to the fire room, and the main door, if this can be done without delay or exposure.
  3. Reach an area away from smoke, then call 995 and provide the full address.
  4. Keep everyone together where responders can find you. Identify anyone who may be missing.
  5. Do not re-enter the flat until the responsible authorities say it is safe.

For a cooking-oil fire, do not throw water onto burning oil. For a rapidly growing personal mobility device or other lithium-ion battery fire, SCDF advises evacuation and calling 995 rather than trying to fight the battery fire. Do not move an actively burning battery through an occupied corridor.

If the corridor or staircase is smoky

Smoke can be more dangerous than visible flames. Do not assume that a familiar staircase is safe just because it is the route you use every day. Keep low, avoid breathing dense smoke, and retreat from a blocked or dangerous route.

If leaving is unsafe, get behind a closed door as far from the fire as reasonably possible, preferably somewhere you can signal your location safely. Seal gaps with a damp towel or rug if available and safe to do so. Dial 995 and say clearly: ‘I am inside Block [number], unit [number], floor [number]. The corridor is smoky and I cannot get out safely.’ Never jump from a window or balcony.

For households with someone using a wheelchair or requiring help to walk, tell 995 their location, limitations and whether the door or lift lobby remains accessible. Do not attempt a dangerous stair carry without a safe plan and appropriate assistance.

If you discover fire in a neighbouring flat

Alert 995, report which unit appears affected and whether occupants may be inside. Do not open the neighbour’s door, break into a smoke-filled unit or block firefighters’ access. If you are on the affected floor or within the two floors above, prioritise safe evacuation according to SCDF guidance and the conditions at your location.

If you are on an unaffected floor, the general instruction is to remain in your unit with windows and doors closed unless emergency services direct otherwise. You should still monitor official directions and be prepared if circumstances change.

Do not use the lift during fire evacuation

A normal lift may stop, open at an unsafe floor or become unusable in a fire. Use the designated exit staircase if it is safe and SCDF has directed or conditions require evacuation. Do not travel toward the fire simply to get to the lift lobby.

Some super high-rise buildings have designated refuge floors. They are not a feature to assume exists in every Sengkang HDB block, and a regular lift lobby is not automatically a refuge floor. Refer to your building’s posted fire safety plan and respond to SCDF instructions.

What the 995 dispatcher needs to know

  • Exact location: HDB block, street, floor, unit and postal code; if outside, the side of the block or building entrance.
  • Visible situation: flames or smoke; whether the fire is inside a unit, corridor, chute area, car park or stairwell.
  • People at risk: how many may be inside, whether anyone is unconscious or trapped, and whether there are elderly or disabled residents requiring help.
  • Access issues: locked gates, obstructed walkways, smoke-filled stairs and the safest approach known to you.
  • Hazards: battery charging equipment, LPG or other possible hazards only when you can report them without approaching the scene.

Keep your phone available and answer follow-up calls if it is safe. Do not speculate about a cause, accuse a neighbour or post the incident online before responders have the key safety information.

A realistic sequence for a Sengkang resident

A charger begins smoking by the flat entrance

Do not carry the device through the exit path or throw water on a lithium-ion battery fire. If there is fire or threatening smoke, alert everyone, leave through a safe alternative route if available and call 995. If your only exit is already blocked, follow the trapped-in-flat advice and tell the dispatcher.

You smell smoke at night but see no flames

Wake household members, check whether a safe route exists and do not enter a smoky corridor to investigate. If you suspect an active fire or emergency, call 995 and give the observations you have. Do not dismiss repeated alarms without checking safely.

There is a fire downstairs, but your floor is unaffected

Keep doors and windows closed, follow SCDF’s targeted evacuation directions and do not crowd the staircase. If your unit begins filling with smoke, conditions have changed: report that immediately and seek the safest location.

Your neighbour cannot use the stairs

Do not assume you must lift or carry the person down multiple floors. Help them communicate their location to 995; report their mobility needs and the condition of the corridor. Follow rescue personnel’s instructions.

Make your Sengkang household easier to rescue

  • Keep HDB corridors, exit staircases and unit exits clear of bulky items.
  • Know two safe ways out if your building provides them; identify the staircases rather than relying on the lift.
  • Keep a working home fire alarm device and check its condition according to official guidance.
  • Discuss who will assist children and relatives with limited mobility without asking anyone to take reckless risks.
  • Store your full address in your phone and make it visible to household members.
  • Check battery devices and chargers; do not charge personal mobility devices in corridors or where they obstruct the exit.

Frequently asked questions

Should everyone in an HDB block evacuate when a fire is reported?

Not necessarily. Singapore’s targeted high-rise approach prioritises the fire floor and two floors above. Residents on other unaffected floors generally stay in their units unless directed otherwise, as explained by the Ministry of Home Affairs. Always follow actual conditions and SCDF instructions.

Should I open every door and window to let smoke out?

No. Opening doors can permit smoke and heat to move into other spaces. For an unaffected flat on another floor, official guidance is generally to keep doors and windows closed. Follow responders’ specific directions.

Can I use the lift to help a relative leave?

Do not use a normal lift for fire evacuation. Tell SCDF about the relative’s mobility needs and current safe position. Firefighters may direct specialised evacuation arrangements.

Should I use a fire extinguisher?

Only on a very small fire if you can operate a suitable extinguisher without danger and with an unobstructed way out. Do not tackle a rapidly escalating lithium-ion battery fire.

Can I send a text instead of calling 995?

SCDF’s emergency SMS 70995 is intended for people with hearing or speech impairments. Include your exact location, nature of the fire and service needed. If you can speak, calling 995 is the normal route.
