What to Do and Who to Call in an Emergency in Sengkang | Lost Wallet, NRIC, Passport and Bank Cards

A Singapore resident checks an empty wallet and uses a phone to secure bank cards while personal documents remain private.

Lost your wallet, Singapore NRIC, passport, bank cards or mobile phone in Sengkang? First secure anything that could be used to spend money or access your accounts. Contact your bank through its official app or telephone number to block missing cards, and use the issuing authority’s direct reporting service for identity documents. If your Singapore NRIC is missing, report the loss to ICA immediately and apply for a replacement within 14 days of reporting it. If a Singapore passport is missing, report it to ICA immediately; the law requires reporting the lost passport within 14 days.

A lost wallet is not automatically a Police emergency. For items that are simply misplaced, Singapore Police provide a dedicated lost-property report. If your wallet was stolen or other crimes occurred, use the appropriate Police report service, and call 999 only when urgent Police assistance is necessary. There is an important nationality distinction: a foreign-passport holder who loses a passport in Singapore must first make a Police report and then approach their embassy or consulate. Singapore-issued passports are reported directly to ICA.

  • Bank card missing: freeze or cancel the card using the bank’s verified app or official fraud hotline; check for unauthorised transactions.
  • Singapore NRIC missing: ICA online loss report immediately; replace within 14 days after reporting.
  • Singapore passport missing: report to ICA immediately; a reported-lost passport cannot be used even if found again.
  • Foreign passport lost in Singapore: make a Police report immediately, then contact the relevant embassy or high commission.
  • Lost phone: secure device access, contact your telco to replace or suspend SIM service, and protect Singpass and bank access.
  • Ordinary lost property: use the SPF lost-property e-service or check FUPO; suspected theft is reported as a crime.

First ten minutes: a safe order of actions

  1. Check your last certain location. A shop, lift lobby, bus, train or household may be able to assist; do not delay security actions while searching.
  2. Freeze banking access where necessary. Use the bank’s own official app, published hotline or card controls. Do not phone a number sent in an unsolicited SMS.
  3. Secure mobile and digital identity. If the phone is gone, contact the telco, use your device platform’s remote-security controls where available, and consider suspending Singpass if access may be compromised.
  4. Report identity-document losses to the correct authority. Singapore NRIC or passport: ICA. Foreign passport: Police then embassy.
  5. Choose the right Police service. SPF lost-property report for a non-criminal loss, normal Police report for suspected theft, 999 only for an immediate Police emergency.
  6. Record the loss. Note the last certain location, approximate time, items, bank contacts and report references without publicly sharing sensitive details.
  7. Follow up and replace essentials. Arrange replacement cards, identity documents and mobile SIM; monitor accounts and communicate safely.

Who to call in Sengkang: official contacts

If your Singapore NRIC is missing

ICA’s identity card loss and damage page states that holders must report the loss immediately and apply for a replacement within 14 days after the report. The report can be made through the ICA e-service using Singpass. You do not need a Police report simply to notify ICA about a lost Singapore NRIC.

If you find the NRIC after reporting the loss but before submitting a replacement application, ICA says to contact them through the official enquiry form with front and back copies of the recovered card. Once a replacement application has been submitted, the new card process goes ahead and the fee is not refunded.

ICA’s published charges include a fee for a first loss and a higher fee for subsequent losses; prices, processing arrangements and collection instructions should be checked on ICA at the time of application rather than inferred from a third-party guide.

If your Singapore passport is lost

Under the Passports Act, a lost Singapore passport must be reported to ICA within 14 days; ICA recommends reporting immediately. Use the official online process with Singpass, or the ICA Services Centre where appropriate. If you need a replacement for travel, ICA instructs you to submit a new passport application one working day after the loss report.

Important: once a Singapore passport has been reported lost, it cannot be used for travel even if it is recovered. ICA requires a recovered reported-lost passport to be surrendered within 14 days. Do not arrive at the airport carrying a passport that ICA has already invalidated.

If international travel is imminent, review ICA’s actual application and collection arrangements; do not assume same-day replacement. Singapore residents who lose a Singapore passport overseas should consult ICA and the nearest Singapore Overseas Mission about a document for returning home.

If a foreign visitor loses a passport in Sengkang

The procedure differs from a Singapore passport. ICA’s foreign-passport guidance says a foreign passport lost in Singapore must be reported immediately to a Police station, Neighbourhood Police Centre or Police Post. The traveller then contacts the appropriate embassy, high commission or consulate to obtain a replacement travel document.

The foreign visitor’s visa or visit-pass situation can affect departure arrangements. A short-term visitor may need to speak with ICA if a temporary travel document cannot be obtained before their current pass expires. Foreign work-pass or long-term-pass holders may also need to update travel-document particulars through the responsible agency.

Do not tell a visitor to report a foreign passport through a Singapore citizen’s online passport-loss process. They are separate processes with different legal requirements.

If you lost your wallet on the Sengkang MRT, LRT or bus

First contact the transport operator or speak to staff at the station or bus interchange. Provide the approximate journey, route, service, direction, time and a description of the item. For the Sengkang–Punggol LRT and North East Line, the operator is SBS Transit. Its customer care hotline is 1800 287 2727 during published hours.

Losing a wallet on public transport does not guarantee that the item will be handed to the transport operator. A finder might bring it to the Police. Check SPF’s Found and Unclaimed Property Office as well, without relying on it as an immediate account-security service.

If bank cards are inside, freeze them even while staff search for the wallet. A reported find is not a guarantee that nobody has seen or copied card numbers.

Lost property versus suspected theft: report correctly

SPF’s lost-property e-service applies when an item was not lost through a crime. You may submit the item, approximate place and time, serial number and other identifiers where available. The Police also provide an online list of some unclaimed property and the FUPO contact for enquiries.

If you have factual reason to believe somebody stole the wallet, phone or bag, lodge a normal Police report instead. A crime report can be made through SPF’s Police Report e-service when no immediate action is required. Call 999 for an immediate crime or safety situation; a routine lost item by itself is not such an emergency.

Do not publicly accuse a stranger based only on being near your last-known location. Give investigators the reliable observations you have.

If your phone and Singpass access are missing

A lost phone can create more urgency than the empty wallet because it may allow access to banking notifications, authentication codes or personal accounts. Start by securing the device remotely when available and contacting the mobile operator about the missing SIM. Use a separate trusted phone or computer rather than attempting recovery through links sent by an unknown person.

Singpass’s lost-mobile-device instructions explain that you can set up the Singpass app on a replacement phone, and installing it on a new device deactivates the app on the old device. You may also call +65 6335 3533 and choose option 9 to suspend the account.

The general Singpass helpdesk has stated office hours; its automated suspension path is distinct. Since June 2026, the former separate 24-hour scam support hotline is no longer available, although self-suspension remains possible through the hotline. Do not claim that a human helpdesk agent will answer every hour.

If you notice money has disappeared

This is no longer solely a lost-property case. Contact your bank immediately to secure the account and investigate transactions. ScamShield advises victims to speak with their bank first, then lodge a Police report and secure any compromised online accounts.

If a suspicious caller says they found your wallet but asks you to reveal a one-time password or transfer a verification fee, do not comply. Verify the person’s claim independently. Use ScamShield’s 24-hour 1799 helpline for scam checks, not as a bank transaction-freezing service.

What to include in a useful lost-item report

  • Last confirmed location: exact shop, bus stop, train line, platform, lift lobby, taxi or HDB block.
  • Time: the last moment you definitely had the item and when you noticed it missing.
  • Appearance: colour, brand, material and a distinctive feature, without publishing full identity numbers.
  • Contents: general categories such as NRIC, cards, keys and mobile phone; avoid posting sensitive serial numbers openly.
  • Journey: bus number, MRT/LRT station, direction and time if lost in transit.
  • Security actions: when the bank, telco and ICA were contacted and any reference numbers.
  • Callback: a safe number that does not depend on the lost device.

Four realistic Sengkang situations

Your wallet disappears after a meal at a mall

Ask the mall staff to check the relevant location, block bank cards and trace the last known time. If your NRIC was inside, report it to ICA promptly. For an ordinary loss, use SPF’s lost-property service; for a suspected theft, make a Police report.

A foreign visitor loses their passport at the LRT

Speak to SBS Transit staff, then immediately report the foreign-passport loss to Police and contact the visitor’s embassy for a replacement travel document. Check the visitor’s immigration status if departure plans are affected.

Your phone is lost but the wallet remains

Use the phone platform’s remote security controls, contact the telco and secure Singpass and financial accounts. A trusted replacement device and the official Singpass recovery process can help restore access.

A reported-lost Singapore passport turns up at home

Do not use it for travel. ICA says a lost passport that has been reported is invalid even if found, and must be surrendered according to its instructions.

Common mistakes to avoid

  • Waiting several days before freezing missing bank cards.
  • Believing every lost item requires an emergency 999 call.
  • Using the wrong identity-document procedure for a foreign passport.
  • Assuming a recovered reported-lost Singapore passport remains valid.
  • Sharing NRIC numbers, bank card photos or passport biodata on social media.
  • Clicking an unsolicited text message to ‘find’ or ‘verify’ the missing wallet.
  • Forgetting to secure the phone’s SIM and Singpass access when both are lost.
