Your car has broken down on the KPE, TPE or another Singapore expressway while travelling to or from Sengkang? Switch on the hazard lights and, if the vehicle can still be controlled safely, move to the road shoulder. Call the Land Transport Authority’s 24-hour expressway assistance line 1800 2255 582. LTA’s Expressway Monitoring and Advisory System (EMAS) can send a recovery crew to move your vehicle to the nearest designated car park. Do not attempt roadside repairs on an expressway.
Your location and personal safety come first. If it is safe to leave the stopped vehicle, stay downstream from it and behind the crash barrier, well clear of moving traffic. If exiting would be unsafe, or the vehicle cannot reach the shoulder, stay in the vehicle and call LTA for instructions. If anyone is seriously injured or there is an active vehicle fire, call 995; for a separate urgent Police or road-safety emergency, call 999.
Quick contacts: LTA EMAS 1800 2255 582 for expressway breakdown and towing assistance; 995 for fire, injury or rescue emergencies; your own motor insurer’s official towing or claims hotline for workshop arrangements after recovery. EMAS recovery to a designated car park is a public service; it is not a free tow to the private workshop of your choice.
The first five minutes after an expressway breakdown
- Remain in control and move to the road shoulder if safely possible. Do not reverse or make abrupt lane changes in an attempt to reach an exit.
- Switch on your hazard lights. Warn approaching traffic without entering a live carriageway yourself.
- Call LTA at 1800 2255 582. State expressway name, direction of travel, nearest slip road and available lamp-post or kilometre marker.
- Choose the safe waiting position. If exiting is safe, stay downstream of the vehicle behind the impact guardrail where possible. If exiting is unsafe, remain inside and tell LTA.
- Do not change a tyre or work on the engine at the shoulder. LTA explicitly advises against repairing vehicles on expressways.
- If there is smoke, fire or injury, call 995 immediately. Give the emergency location and move clear of the hazard if this can be done safely.
- Follow the EMAS recovery crew. They will secure the area and arrange removal to a designated car park, after which you can contact your insurer or workshop.

Which expressways are relevant to Sengkang drivers?
Many Sengkang drivers use routes connecting to the Tampines Expressway (TPE), Kallang-Paya Lebar Expressway (KPE) and the wider Singapore expressway network. The correct emergency location is not just ‘near Sengkang’. On an expressway, responders need the direction of travel and which carriageway you are on.
A roadside marker, lamp-post number, slip-road exit or kilometre marker can help LTA find a stranded vehicle. Do not step into traffic or leave a safe waiting area to photograph a marker. Share the most precise information you already have and tell the operator if you are unsure.
What EMAS does and does not do
The Land Transport Authority says that the EMAS vehicle recovery team will tow a broken-down vehicle to the nearest designated car park outside the expressway. The service is intended to move stranded vehicles away from dangerous high-speed roads quickly and keep traffic flowing.
The EMAS Recovery website explains that its crew cannot tow your vehicle to a workshop of your choosing. After the vehicle reaches the designated car park, you may need to arrange a separate tow through your insurer or repair provider. Parking charges can apply while the vehicle waits at the car park.
Do not insist on remaining on the expressway for a privately booked tow truck. LTA warns that staying on a high-speed road longer than necessary creates additional danger. Follow EMAS instructions and contact your own towing provider after reaching a safer location.
How to wait safely at the road shoulder
If it is safe to exit, move away from the vehicle and stand behind the crash barrier rather than between the vehicle and oncoming traffic. LTA says to stand downstream from the vehicle where practical. The exact safest location depends on the shoulder, barrier, tunnel layout and current traffic.
Do not cross live lanes to reach a footpath, place a warning triangle or inspect the vehicle. If there is no safe place to exit, stay in the vehicle with hazard lights on and tell LTA. The decision is about current safety, not a universal instruction that every person must stand outside.
Keep children together and explain that they must not stand on the traffic side of the vehicle. If a passenger has limited mobility, report that when calling so responders can advise the safest procedure.
What if your vehicle stalls in a live lane?
If you cannot move safely to the road shoulder, do not make an unsafe attempt to push the vehicle across traffic or step out beside fast-moving cars. Turn on hazard lights, remain in a protected position if possible and call LTA immediately. State that the vehicle is obstructing a live lane.
LTA’s guidance specifically says that when it is unsafe to leave a vehicle or reach the shoulder, the driver should remain inside and call for assistance. If a collision or serious injury is developing, contact 995 or 999 as appropriate and tell responders about the road obstruction.
What if there is smoke or a vehicle fire?
This is a different emergency from a routine breakdown. LTA instructs drivers to stop at the road shoulder if possible, switch off the engine and move away from the vehicle. Call 995 for SCDF. If the vehicle is electric, tell the dispatcher its make, model and registration number when safely available.
Do not return to a smoky vehicle to collect bags or attempt to move a burning battery. If you are in a tunnel, use the nearest emergency SOS phone or available emergency facility only if safe and follow signs, announcements and responding officers.
A trained person may be able to use a suitable extinguisher on a very small, contained fire if escape remains safe, but do not delay evacuation or tackle a developing battery fire. SCDF and the tunnel emergency response team have the equipment and training for serious incidents.
KPE tunnel breakdown: what changes underground?
Tunnel breakdowns need a different waiting arrangement. LTA says to move to the road shoulder where possible, activate hazard lights and use the nearest emergency SOS phone, typically at intervals of 100 metres, or call 1800 2255 582. An EMAS crew will secure the scene and tow the vehicle.
Where safe, motorists may be directed to the raised platform beside the shoulder, downstream from the vehicle. Responders may guide people through an emergency staircase or other designated route. Do not enter an unmarked maintenance area or walk along a live tunnel lane without instructions.
If you cannot leave the vehicle safely, stay inside and communicate this to the LTA control centre. Avoid trying to reverse to a slip road or turn around in a tunnel. Follow tunnel signs and instructions even when a familiar route seems shorter.
What to say to LTA EMAS
- Expressway: KPE, TPE or other exact route.
- Direction: toward which interchange or major destination the car was travelling.
- Position: left road shoulder, live lane, tunnel platform or slip road.
- Marker: kilometre marker, nearest lamp post, road sign or exit number.
- Vehicle: car, van, motorcycle or another type, and whether it can be moved safely.
- Occupants: number of people, children, older passengers or mobility needs.
- Urgency: smoke, fire, fuel leak, injury or a blocked lane.
- Callback: phone number on which the operations centre can reach you.
If a tyre is flat
A flat tyre may seem like an ordinary workshop problem, but changing it next to high-speed expressway traffic is dangerous. Switch on hazard lights, get to the shoulder if possible and call LTA EMAS rather than changing the wheel on the expressway.
After EMAS recovery to a designated car park, contact the insurer, roadside-assistance provider or tyre workshop for a safe repair or replacement. Do not test-drive a badly damaged tyre back onto the expressway.
If the engine overheats or a warning light appears
If a warning indicates an urgent mechanical problem, avoid continuing to drive until the vehicle fails in a live lane. Where safely possible, proceed to a suitable stopping area. Never open a pressurised hot radiator cap or reach into moving engine components at the shoulder.
Contact the official recovery service when on an expressway and describe any smoke, leak or overheating. If the vehicle emits dangerous smoke or catches fire, stop, move clear of the hazard and call 995.
If the car breaks down on an ordinary Sengkang road
EMAS is the expressway and tunnel recovery system. On ordinary residential or local roads, the appropriate response may involve the insurer’s towing service or a roadside-assistance provider. Move to a safe permitted location where possible, warn traffic appropriately and avoid carrying out work that exposes you to moving vehicles.
If a local-road breakdown creates a major traffic danger, an active fire or a serious injury, contact the appropriate emergency authority. Do not assume EMAS will provide free workshop towing from every neighbourhood road.
After EMAS has moved the vehicle
- Confirm which designated car park the vehicle has been taken to.
- Photograph the vehicle and note its condition where safely permitted.
- Contact your own insurer’s official towing or accident-support hotline.
- Confirm the approved receiving workshop or repair destination before booking further towing.
- Retain receipts or towing documents for insurance enquiries.
- If the vehicle was involved in a collision, follow insurer reporting requirements and check whether a separate Traffic Police report is mandatory.
The Sengkang road-accident guide explains when a motor accident requires reporting to Police and why drivers should report accidents to their insurer even when they hope to settle privately.
What about a breakdown with passengers who need assistance?
Tell LTA about infants, wheelchair users, older passengers or people who cannot exit safely without help. Do not attempt to carry someone across live traffic or over a barrier to follow a generic instruction. The recovery team can assess the scene and advise a safe waiting or evacuation arrangement.
If someone develops a life-threatening medical condition, call 995 and provide the same precise expressway location. A road recovery service does not replace an ambulance when a passenger is seriously ill.
Four Sengkang journeys: realistic examples
A car loses power on the TPE shoulder
Switch on hazard lights, call LTA 1800 2255 582 and give the TPE direction and nearest marker. If it is safe to exit, wait behind the guardrail; otherwise stay inside and follow instructions.
A vehicle breaks down inside the KPE tunnel
Stop safely, activate hazard lights, use the nearby SOS phone if safe or call LTA. Do not attempt a repair. Follow any tunnel directions to the raised platform or emergency exit.
A car begins smoking after a warning light
If possible stop at a safe shoulder, switch off the engine and move away. Call 995 for a possible vehicle fire. Inform the dispatcher if the vehicle is electric.
An older passenger is unable to climb over the guardrail
Do not force the passenger out or carry them across a dangerous shoulder. Tell LTA the mobility issue and obtain instructions for safe assistance; call 995 if there is a medical emergency.
Prepare before you drive
- Maintain tyres, brakes, fluids and vehicle servicing, especially before long expressway journeys.
- Ensure your phone is charged and keep LTA’s 1800 2255 582 contact accessible.
- Carry details of your insurer and official roadside-assistance provider.
- Learn to identify direction of travel and common expressway location markers.
- Tell passengers not to exit into live traffic if the vehicle stops.
- Check fuel or charge level before starting a journey.
- Keep necessary child or disability support available without blocking safe exits.
Frequently asked questions
Is EMAS towing free?
LTA’s EMAS recovery service to the nearest designated car park is free. A later private tow to your workshop and car-park charges are separate matters.
Can I choose which workshop EMAS takes me to?
No. EMAS takes vehicles to a designated car park outside the expressway. You arrange your own workshop towing afterward.
Is it safer to wait inside or outside the car?
It depends on the location and traffic. If it is safe, wait behind the crash barrier; if leaving is unsafe, stay inside and call LTA. Follow recovery officers’ instructions.
Can I change a flat tyre on the shoulder?
LTA advises against vehicle repairs on an expressway. Request EMAS recovery instead.
Who do I call when the car starts burning?
Call 995 immediately, stop and move away from the vehicle if it is safe. Tell responders whether it is an electric vehicle and the exact road location.
