Chapters 3–4: Connections and exploring
MOH announced a new Sengkang polyclinic to serve residents of Sengkang and Punggol. It was looking for a suitable site, most likely near the town centre, with work then expected to begin in early 2002 and finish by 2004.
Those were the plans at the time. They do not, by themselves, establish the eventual construction or opening dates. Keeping a forecast in its original tense is one small way to make local history more accurate.
The announcement linked the project to population growth in both towns. It also described services intended for younger households, including maternal care and children’s developmental assessment, alongside outpatient and supporting services.
There is a human story behind that list. Moving into a new estate changes more than someone’s address; it changes where everyday needs must be met. Our reading of the announcement is that healthcare access belonged in that wider picture.
MOH’s 2001 account also discussed cooperation with local general practitioners and the extension of the Primary Care Partnership Scheme to Sengkang that July.
This is a reminder to look beyond a single building. The historical plan included relationships between providers as well as a new public facility. It would be misleading to turn that old scheme description into a statement about current subsidy eligibility.
