State Reader

The State Reader identifies the learner’s present educational state closely enough to support routing. It separates a temporary state from ability, identity and human worth. It may classify evidence cautiously; it does not prescribe, diagnose a medical or psychological condition, or treat one mark as the whole learner.

Evidence Priority

1. Direct work or performance evidence under known conditions.
2. The learner’s explanation of the route used.
3. Independence: what happens when prompts disappear.
4. Changed-question or transfer evidence.
5. Delayed retrieval or repeat performance.
6. Marked-paper patterns, teacher observations and parent observations with context.
7. A score as one signal among others.

State Is Time-Bounded

A learner may be stable in one subject, fragile in another, transfer-ready for one capability and overloaded on a particular day. Every state should therefore declare scope, evidence conditions and a review trigger.
