Wait, What? A Report Is Not an Essay Wearing Headings

A student is asked to report on a school activity. The response begins, “In today’s fast-paced society, activities play an important role in the holistic development of students.” The sentence sounds formal. It also delays the actual job.

An informational report is built for a reader who needs to understand a situation, inspect findings and decide what to do next. That means the writer must control purpose, scope, evidence, organisation and recommendation. Decorative introductions matter less than useful information architecture.

A strong report reduces uncertainty for the reader.

Before writing, ask one practical question: What decision should this report help the reader make?

1. Begin With Purpose and Scope

Weak report opening: “This report is about the library.”

Stronger: “This report reviews student use of the library during the first four weeks of the new after-school study period and recommends whether the arrangement should continue next term.”

The stronger opening tells the reader:

  • what is being reviewed;
  • the time period;
  • the type of evidence;
  • the decision the report will support.

2. Evidence Comes Before Recommendation

If the writer begins with “The school should definitely expand the programme,” every later fact is at risk of becoming a decoration for a decision already made.

A safer sequence is:

  1. State what was observed or recorded.
  2. Identify the strongest pattern.
  3. Check exceptions and limitations.
  4. Only then decide what action the evidence can justify.

This is the same evidence discipline developed in Non-Fiction Reading: Claims, Evidence and Bias, now used by the writer rather than the reader.

3. Observation, Interpretation and Recommendation Are Different Layers

Good reports let readers see the bridge between these layers. When the bridge is missing, a recommendation can feel arbitrary.

4. Use Headings to Organise Reader Decisions

Useful headings might include:

  • Purpose;
  • Method or Sources;
  • Attendance Findings;
  • Student Feedback;
  • Problems Observed;
  • Recommendation.

Headings are not automatically required in every school task. When they are appropriate, their job is navigation. A heading should tell the reader what kind of information appears next.

5. Report Language Should Be Precise, Not Inflated

Inflated: “A substantial multiplicity of participants demonstrated overwhelmingly affirmative sentiments.”

Clearer: “Most participants responded positively.”

Better still, if data exists: “Thirty-two of forty participants rated the session useful or very useful.”

Formal register is useful when it increases clarity and neutrality. Formality does not require rare vocabulary.

6. Numbers Need Context

“Attendance increased by 50%.”

Readers still need the starting point. An increase from 2 to 3 is 50%; so is an increase from 200 to 300.

Write the denominator, comparison or time period when it matters:

“Average attendance increased from 20 students in Week 1 to 30 in Week 4.”

Then interpret carefully: “This suggests stronger use by the end of the trial,” not “The programme will definitely keep growing.”

7. Findings Should Be Grouped, Not Dumped

Suppose you have twelve observations. Do not report them in the order you collected them. Group by reader-relevant pattern:

  • attendance;
  • time of use;
  • common activities;
  • problems;
  • feedback;
  • resource needs.

A report transforms raw records into a usable structure.

8. Avoid Repeating the Same Finding in Three Forms

Repetition: “Many students used the room. The room was popular. There was high student usage.”

Development: “Use was highest between 3.30 and 4.15 p.m., when students waiting for activities made up most of the room’s occupants.”

The second sentence adds pattern and interpretation rather than synonyms.

9. Recommendations Must Answer the Findings

Finding: The room is crowded only on Tuesdays and Thursdays.

Weak recommendation: “Build a new study centre.”

Proportionate recommendation: “Continue the current room but test an overflow space on Tuesdays and Thursdays.”

A recommendation should be no larger than the problem the evidence demonstrates unless other evidence justifies expansion.

10. A Useful Recommendation Can Be a Trial

Sometimes the evidence is promising but incomplete. The best report does not have to pretend certainty. It can recommend gathering better evidence.

Example: “Run the revised booking system for another four weeks and record both waiting time and user errors before deciding whether to adopt it permanently.”

A trial is a recommendation when uncertainty itself is the key finding.

11. Original Source Pack: The After-School Study Room

The following data is fictional and created for this guide.

12. What Can We Safely Conclude?

  • Use rose across the four recorded weeks on both days.
  • Tuesday use was higher than Thursday use in every recorded week.
  • Most surveyed users said the room helped them use pre-activity time.
  • Capacity pressure appeared in Weeks 3 and 4, but the source pack does not show that the room is full throughout the afternoon.
  • The records are short-term and do not establish long-term demand.

Notice what is not justified: “All students prefer this room,” “the library is unnecessary,” or “the school must build another room immediately.”

13. Complete Original Model Report

Report on the After-School Study Room Trial

Purpose

This report reviews use of the after-school study room during a four-week Tuesday-and-Thursday trial and recommends whether the arrangement should continue.

Attendance Findings

Attendance increased across the four recorded weeks. Tuesday use rose from 18 students in Week 1 to 29 in Week 4, while Thursday use rose from 15 to 21. Tuesdays were busier throughout the trial. Two capacity problems were also recorded: in Week 3, two groups moved outside because tables were full, and two surveyed users reported difficulty finding seats after 4 p.m.

Student Feedback

Twenty-two of the 30 surveyed users said the room helped them use time before co-curricular activities. Six preferred the library, which suggests that the study room is useful as an additional option rather than a replacement for existing spaces.

Limitations

The trial lasted only four weeks, and the survey included current users rather than the whole school. The findings therefore show demand among users during this period but do not establish how the room would be used across a full term.

Recommendation

The study room should continue for another term, with an overflow option tested on Tuesdays between 4 and 4.30 p.m. Attendance and seat shortages should be recorded before any larger expansion is considered. This keeps the successful part of the trial while gathering stronger evidence about capacity.

14. Why the Model Works

  • It identifies purpose immediately.
  • It reports numbers with their comparison.
  • It separates findings from interpretation.
  • It includes evidence that does not support expansion, such as users who prefer the library.
  • It states limitations openly.
  • The recommendation directly answers the capacity pattern rather than proposing a much larger intervention.

15. Language for Reporting Findings

  • “The records show…”
  • “Attendance increased from… to…”
  • “Most surveyed users reported…”
  • “The strongest pattern was…”
  • “One limitation is…”
  • “The evidence suggests…”
  • “This finding does not establish…”
  • “A proportionate next step would be…”

The verbs matter. Shows can describe a directly recorded fact. Suggests is often safer for interpretation.

16. Keep Opinion Out of Factual Sentences

Loaded: “Only six students strangely preferred the inferior library.”

Neutral: “Six surveyed users preferred the library.”

If the report needs to evaluate why, provide evidence rather than judgemental adjectives.

17. Report Paragraphs Need Jobs

  • state a finding;
  • support it with data or observation;
  • explain the pattern;
  • identify a limitation;
  • compare options;
  • justify a recommendation.

A paragraph that mixes attendance, noise, survey design and final recommendation may force the reader to untangle the logic.

18. Five Report Decisions

  1. Data rises from 10 to 15 users. Is “usage increased by 50%” enough information?
  2. A survey includes only current club members. Can the report say “the whole school supports the club”?
  3. Attendance is high on one day only. Should the report recommend opening five extra rooms every day?
  4. Two sources disagree slightly. Should one be deleted from the report?
  5. The evidence is promising but the trial lasted one week. What type of recommendation is safest?

Suggested Answers

  1. No. Include the raw numbers and time period where useful.
  2. No. The sample describes current club members, not the whole school.
  3. No. Test a targeted response to the day and time where demand appears.
  4. No. Report the disagreement if it matters and explain the evidence boundary.
  5. Recommend a longer trial or further data collection before permanent expansion.

19. Independent Practice: Build the Findings Section

Fictional records for a reading corner:

  • Monday: 12 users;
  • Wednesday: 25 users;
  • Friday: 14 users;
  • 8 of 10 interviewed users liked the beanbag seating;
  • 3 students said lighting near the back shelves was too dim;
  • one teacher noted that users often stayed only 10–15 minutes.

Write a 120–180 word findings section that groups the information into at least two patterns. Do not make a recommendation yet.

Possible Findings Model

“Use of the reading corner varied by day, with Wednesday attracting 25 users compared with 12 on Monday and 14 on Friday. This suggests that demand may be concentrated around the middle of the week rather than evenly distributed. Feedback on the seating was mostly positive: eight of ten interviewed users said they liked the beanbags. However, three students identified weak lighting near the back shelves, and one teacher observed that many students stayed for only 10 to 15 minutes. The records therefore indicate that the space is being used, but the available evidence does not yet show whether students use it mainly for sustained reading or short waiting periods.”

21. Report-Writing Receipt

  • Who will read this report?
  • What decision should it support?
  • What time period and group does the evidence cover?
  • Which findings are facts?
  • Which statements are interpretations?
  • Have I included denominators or comparisons where needed?
  • Have I grouped related findings?
  • Did I include relevant contrary or limiting evidence?
  • Can every recommendation be traced to a finding?
  • Is the recommendation proportionate to the strength of the evidence?

22. Parent and Tutor Teaching Guide

Give the learner a mixed pack of raw notes and ask them to sort each item into observation, interpretation or recommendation before writing. This reveals whether the student is collapsing all three layers.

Do not reward “formal” language when it hides meaning. Ask whether the sentence helps the reader decide. Replace inflated phrases with shorter precise wording and compare the two versions.

Finally, remove the report headings and give a new source pack. Ask the learner to invent a useful information structure independently. That is the transfer test.

23. Delayed Return Test

Several days later, provide a new fictional dataset about a school queue, study area or club trial. The learner must produce a short report with purpose, grouped findings, one evidence limitation and one recommendation. Do not label the evidence categories.

Record the result as independent, prompted or modelled.
