Wait, What? A Statement Can Be True and Still Give an Incomplete Picture

A school notice says that attendance at a new programme “increased by 50%”. That sounds large. But if attendance rose from two students to three, the percentage is technically correct while the scale is very small.

Non-fiction reading requires more than deciding whether a sentence is true or false. Readers must identify what is being claimed, what evidence is actually offered, how strong the evidence is, what information may be missing, and how wording or selection can frame the reader’s view.

Critical reading is not automatic distrust. It is disciplined checking.

1. What Is a Claim?

A claim is a statement that presents something as true, likely, important, preferable or worth accepting.

  • “The library closes at 6 p.m.” — factual claim.
  • “The new library hours are more convenient.” — evaluative claim.
  • “Extending the hours will increase student use.” — predictive claim.
  • “Schools should provide more quiet study areas.” — recommendation or value-based claim.

Different claims require different kinds of support. A schedule can verify closing time; convenience may require evidence about users and circumstances; a prediction needs reasons or data that justify expecting a future effect.

2. Evidence Is Not the Same as a Reason

Claim: “The after-school reading room should stay open later.”

Reason: “Some students have activities before they can study.”

Possible evidence: attendance records showing many students arrive only after 4.30 p.m.; a survey of users; timetable information; observations across several weeks.

A reason explains why the claim might make sense. Evidence gives support from observations, records, examples, testimony, documents or data.

3. Ask What the Evidence Can Actually Prove

Evidence: “Eight of ten students interviewed said they preferred the later opening time.”

Safe conclusion: Most of the ten interviewed students preferred the later time.

Unsafe conclusion: All students in the school prefer the later time.

The evidence may be genuine yet too narrow for the broader claim.

4. Sample Size and Selection Matter

Imagine a survey about the school canteen conducted only among students already eating in the canteen. It may miss students who avoid the canteen entirely.

This does not automatically make the survey useless. It tells us what group the findings describe most directly.

Good critical reading often asks: Who is represented, and who is not?

5. Percentages Need Denominators

“Complaints fell by 50%.”

From 100 to 50? From 4 to 2? The percentage alone does not tell us the scale.

Useful questions:

  • 50% of what original number?
  • Over what time period?
  • Were the reporting conditions the same?
  • Does the change matter practically as well as proportionally?

6. Average Can Hide Variation

“Students spent an average of thirty minutes on the task.”

This does not mean every student spent thirty minutes. Some may have spent ten and others fifty.

An average summarises a set; it does not describe every member of the set.

7. Correlation Does Not Automatically Establish Cause

Suppose students who attend optional revision sessions also tend to score higher. Several explanations are possible: the sessions may help; motivated students may be more likely to attend; higher-performing students may choose to attend; or multiple factors may operate together.

A relationship between two observations can justify further investigation without by itself proving that one caused the other.

8. Fact, Interpretation and Recommendation

Writers often move from fact to interpretation to recommendation quickly. The reader should notice each step.

9. Source Does Not Mean “Trust” or “Distrust”

Ask what the source is in a position to know.

  • A timetable is strong evidence for scheduled times.
  • A participant can describe their own experience.
  • A school office may hold complete registration numbers.
  • An advertiser may know product specifications but also has a reason to persuade.
  • An anonymous social post may offer a useful lead but limited verification.

Source evaluation is about relevance, access to information, incentives, corroboration and transparency—not a simple good/bad label.

10. What Is Bias?

Bias can refer to a systematic tendency in selection, judgement, measurement or presentation that favours one direction. In everyday reading, the word is often used loosely. Avoid calling a text “biased” merely because you disagree with it.

Instead describe the observable feature:

  • the article quotes only supporters;
  • the survey samples only current users;
  • the headline uses strongly approving language;
  • a comparison gives percentages for one side but raw numbers for the other;
  • important limitations are omitted.

Then explain how that feature might affect the picture presented.

11. Framing: The Same Facts Can Be Presented Differently

Suppose 80 of 100 students completed a programme.

  • Frame A: “An impressive 80% completed the programme.”
  • Frame B: “One in five participants did not complete the programme.”

Both can be numerically consistent with the same data. The wording directs attention to different aspects.

Critical reading asks what is foregrounded and what is backgrounded.

12. Loaded Language

Compare:

  • “The committee changed the rule.”
  • “The committee improved the rule.”
  • “The committee weakened the rule.”

The verbs do not merely describe action. Improved and weakened include evaluation. A reader should separate what happened from how the writer judges it.

13. Omission Is Harder to Detect Than Error

A text may accurately describe benefits while saying nothing about costs. Another may list problems without mentioning improvements.

Absence alone does not prove deliberate manipulation. The article may have limited scope. But readers should ask which information would be necessary for the specific conclusion being drawn.

14. Original Non-Fiction Specimen A: The Refill Station

Headline: New Refill Station Cuts Plastic Bottle Use by 60%

A student environmental group reported that sales of disposable water bottles at the school canteen fell from 50 bottles on one Tuesday to 20 bottles on the Tuesday after a new refill station opened. The group called the station “a clear success” and recommended installing three more immediately.

Question 1: What factual evidence is provided?

Disposable bottle sales at the canteen fell from 50 on one Tuesday to 20 on the following Tuesday.

Question 2: Does this prove the station caused a lasting 60% reduction?

No. The comparison covers only two Tuesdays and does not rule out other differences between the days. It supports a short-term change in canteen bottle sales during that comparison.

Question 3: What further evidence would strengthen the recommendation?

Possible answers: sales across several weeks, refill-station usage, maintenance costs, queueing observations, student demand, and whether three additional stations are actually needed.

15. Original Non-Fiction Specimen B: The Study Room Survey

A survey of 30 students leaving the library found that 24 wanted the library to remain open later during assessment weeks. The article reporting the survey concluded: “Students overwhelmingly demand longer opening hours.”

The 24 of 30 result strongly describes the surveyed group. But because respondents were sampled while leaving the library, they may be more interested in library hours than students who rarely use it.

Safer wording: “Most students in this small library-user survey preferred longer assessment-week opening hours.”

16. Two-Source Comparison

Source A: “The new lunchtime queue system is faster. Our observation recorded an average wait of six minutes this week, compared with nine minutes during one week last term.”

Source B: “The new system is confusing. Four students interviewed on Monday said they entered the wrong line at least once.”

These sources are not exact opposites. Source A concerns average waiting time; Source B concerns user confusion. Both could be true simultaneously.

A strong comparison asks whether the claims address the same criterion before deciding that the sources conflict.

17. Independent Practice: Six Claims

  1. “Nine out of ten club leaders support the proposal, so all students support it.” What is wrong with the conclusion?
  2. “Attendance rose from 4 to 8, a 100% increase.” What extra information would help judge significance?
  3. “Students who read more scored higher, proving that reading alone caused the higher scores.” What is the reasoning problem?
  4. “The new rule is sensible.” Is this fact or evaluation?
  5. An article quotes three supporters and no critics. What can you safely say?
  6. “Twenty per cent failed” versus “Eighty per cent succeeded.” What reading idea does this illustrate?

Suggested Answers

  1. The evidence describes club leaders, not all students. The sample may not represent the whole population.
  2. The total group size, previous pattern, time period and practical importance of the increase.
  3. Correlation alone does not prove that reading was the sole cause; other factors may contribute.
  4. Evaluation. Sensible judges the rule positively.
  5. The article presents supporter voices in the quoted material. Without more information, do not automatically claim intentional bias.
  6. Framing: the same outcome is foregrounded as failure or success.

  • What evidence is offered?
  • Does the evidence match the claim’s scope?
  • How many people, cases or observations are involved?
  • How were they selected?
  • Is the evidence about the same time period?
  • Is the text moving from correlation to cause?
  • Are percentages given without raw numbers?
  • Does the wording add evaluation?
  • What important information would change my confidence?

20. Parent and Tutor Teaching Guide

Use ordinary school-life claims rather than beginning with controversial topics. A canteen queue, library survey or club attendance report lets the learner practise the reasoning structure without getting trapped in prior opinions.

Ask students to replace vague criticism—“This is biased”—with a sentence naming evidence: “The article quotes only supporters, so the reader does not hear how opponents explain their position.” This is more precise and easier to verify.

Include some strong claims supported by good evidence. Critical reading should not train students to assume every source is misleading.

21. Delayed Transfer Challenge

Create a short original report containing one statistic, one quotation, one recommendation and one limitation. Several days later, ask the learner to label claim types, judge which conclusion is strongest, and write one sentence explaining what additional evidence would matter most.

The goal is calibrated confidence: neither gullibility nor reflexive scepticism.
