From Sengkang MRT to Raffles Place, take the North East Line to Dhoby Ghaut, change to the North–South Line towards Marina South Pier, and alight at Raffles Place (NS26). For City Hall, use the same transfer and alight one stop earlier at City Hall (NS25). For the Shenton Way and Downtown office district, an alternative is Sengkang to Chinatown on the NEL, then the Downtown Line towards Bukit Panjang to Telok Ayer or Downtown.
There is also an important route for Sengkang residents who dislike rail changes: City Direct bus 654 serves parts of Anchorvale, Compassvale and Rivervale on weekday peak-hour runs to Marina Bay, Downtown and Shenton Way. The bus does not stop at every Sengkang neighbourhood, does not operate all day, and uses express distance-based fares. Those conditions determine whether it is genuinely convenient.
This guide helps office workers, visitors and families select the right central station, bus stop, fare and departure window. ‘CBD’ is not one destination. The best arrival for a meeting at One Raffles Place may be very different from the best arrival for an office at UIC Building or a conference in Raffles City.
The shortest useful answer: choose your actual destination
| Where you need to go | First transport choice from Sengkang | Your final destination check |
|---|---|---|
| Raffles Place / One Raffles Place | NEL → Dhoby Ghaut → NSL to Raffles Place (NS26) | Find the right exit or basement link to your office |
| City Hall / Raffles City | NEL → Dhoby Ghaut → NSL to City Hall (NS25) | Raffles City and civic-area exits differ |
| Shenton Way offices | NEL → Chinatown → DTL to Downtown; or NEL → Outram Park → TEL to Shenton Way | Compare exact building address and station exit |
| Telok Ayer / Cecil Street | NEL → Chinatown → DTL to Telok Ayer (DT18) | Short last walk may beat using Raffles Place |
| Downtown / Marina Bay Financial Centre | NEL → Chinatown → DTL to Downtown (DT17), then walk | Business tower and lobby matter |
| Sengkang estate → CBD without rail interchange | City Direct 654 if your home and working hours match its stops | Weekday peak hours only; express fares |
Route 1: Sengkang to Raffles Place MRT — one interchange
- At Sengkang (NE16), board the North East Line towards HarbourFront.
- Alight at Dhoby Ghaut (NE6) and follow the interchange signs for the North–South Line (red).
- Board a North–South Line train towards Marina South Pier. The next stop is City Hall (NS25), followed by Raffles Place (NS26).
- Alight at Raffles Place and follow the correct exit for your building. If the booking is at One Raffles Place, the mall’s directions say it connects directly to the station through its Basement 1.
- Returning to Sengkang, reverse the direction: North–South Line towards Jurong East to Dhoby Ghaut, then the North East Line towards Punggol Coast and alight at NE16.
Why this route works: it turns the trip into two clear decisions. You need the NEL train heading into the city, then the NSL train heading south. You do not need to memorise every CBD bus stop or make a long walk from a random downtown station. For a first visit, that simplicity is often more valuable than chasing a minute or two on a journey-planner estimate.
The exact Raffles Place exit can make a difference. The station has multiple underground connections to office buildings. A building on Battery Road, Raffles Quay or Collyer Quay may have a useful linked passage or a longer exposed crossing. Save the office address and preferred entrance. If you use a wheelchair or stroller, verify the station’s barrier-free route rather than assuming every underground exit includes a street-level lift.
Route 2: Sengkang to City Hall, Raffles City and the civic district
Use the same NEL-to-Dhoby-Ghaut connection, then the NSL towards Marina South Pier; City Hall is the first stop after Dhoby Ghaut. From City Hall, the destination matters. SMRT lists Raffles City, CHIJMES, Raffles Hotel and various nearby venues around Exit A, while other exits serve the National Gallery, Padang, CityLink Mall, Esplanade and Funan.
A parent headed to the National Library should not automatically follow the Raffles City shopping route. Likewise, a conference invitation saying ‘Raffles City Convention Centre’ is not a meeting at Raffles Place MRT. Check the name: Raffles City is around City Hall, whereas One Raffles Place is in the financial district.
For a family spending the afternoon in the civic district, a City Hall arrival can support a walk to the National Gallery or library, while the direct last-leg directions depend on weather, crossing choices and whether young children need frequent breaks. Plan a precise meeting point rather than ‘City Hall entrance’.
Route 3: Shenton Way, Telok Ayer and Downtown Line stations
For Shenton Way offices, many commuters are better served by Downtown DT17, Telok Ayer DT18 or Shenton Way TE19 than by Raffles Place. A simple two-line option is NEL from Sengkang to Chinatown (NE4), then Downtown Line towards Bukit Panjang. The first two city-side stops in this direction include Telok Ayer (DT18) and Downtown (DT17).
Another possibility is NEL to Outram Park (NE3), then the Thomson–East Coast Line to Shenton Way (TE19), via Maxwell (TE18). That approach can be suitable for offices very close to TE19. Compare station-to-building walking distance and the number of internal interchange corridors; a theoretically nearby station is not automatically easier with a heavy laptop bag or impaired mobility.
If your appointment is near Prince Edward Road or Tanjong Pagar, note that Circle Line Stage 6 opened on 12 July 2026, adding Keppel, Cantonment and Prince Edward Road stations. This is an additional connection in the south, not evidence that every CBD office has changed its nearest station. Follow the full address and an updated transport map, especially if an old guide omits the newer station.
A genuinely useful Sengkang option: City Direct 654
SBS Transit lists City Direct service 654 from Treasure Crest on Anchorvale Crescent towards Prince Edward Road via the CBD. Its morning route includes stops at Farmway, Cheng Lim, Compassvale, Rivervale and Kangkar, before expressway travel towards Marina Bay, Downtown, UIC Building and Prince Edward Road. Its evening return runs the reverse CBD-to-Sengkang direction, using some corresponding stops on the opposite side of the road.
The operator’s current timetable shows weekday departures from the first morning stop between 7:25am and 8:00am, with evening departures from the Anson Road end between 6:10pm and 6:40pm. It does not operate on Saturdays, Sundays or public holidays. These are first-stop timings, not guaranteed arrival times at every intermediate stop; check today’s operator eGuide.
| Bus 654 decision | What it means in Sengkang |
|---|---|
| Where it starts | Treasure Crest, Anchorvale Crescent |
| Sengkang estate pickups | Anchorvale (Farmway/Cheng Lim), Compassvale and Rivervale stops on the published route |
| CBD destinations | Marina Bay station, Downtown station, UIC Building / Shenton Way and Prince Edward Road area |
| Morning first-stop period | Weekdays about 7:25–8:00am on published schedule |
| Evening first-stop period | Weekdays about 6:10–6:40pm on published schedule |
| Fare | Distance-based express bus fare, not standard rail fare |
| Weekends / public holidays | No regular service according to operator |
The real advantage is not magic speed. It is avoiding a rail interchange when the bus stop is already near your home and the CBD stop is near your office. If you live a long way from the 654 corridor, a feeder journey to its stop may defeat the benefit. If you work late, the evening return period may be too narrow. In those cases, the NEL remains a dependable baseline.
Be wary of online bus-route lists that show 654 alongside other ‘City Direct’ numbers without indicating the housing estates served. For example, 674 connects Tengah with the CBD, not Sengkang. The number alone does not make a bus useful. The route’s first stop, stopping pattern, days and hours must all match your journey.
Should you choose a city-direct bus or a train?
| What matters | NEL + MRT interchange | City Direct 654 |
|---|---|---|
| Availability | All-day rail operating pattern, subject to first/last trains | Selected weekday peak-hour services only |
| Transfers | Usually one MRT line transfer | May be none if home and office lie on its corridor |
| Predictability | Rail journey less exposed to road congestion | Expressway journey affected by traffic |
| Station or stop walk | MRT concourse plus final office access | Final bus stop can be close to Shenton Way office |
| Fare | Regular distance-based rail fares and available schemes | Distance-based express bus fare |
| Luggage / stroller / mobility | Accessible station routes, but interchanges may be long | Boarding requirements and exact bus-stop access matter |
Ask which option gives you a usable total door-to-door commute, not which option looks glamorous or shorter on a map. Add walking from home, waiting, transfers, station exits, the final building lobby and a return option. Some employees find a single bus relaxing even if road traffic adds variability; others prefer rail because they must arrive at a fixed time.
Morning rail fares: Sengkang’s free off-peak windows
LTA’s free morning off-peak rail policy took effect on 27 December 2025. It allows eligible commuters tapping in at the six NEL stations from Punggol Coast to Kovan, or any Sengkang–Punggol LRT station, to receive a free first rail trip when they tap in before 7:30am or from 9:00am to 9:45am on weekdays, excluding public holidays. Sengkang MRT is in the eligible station range.
That could matter for a CBD worker on flexible hours. A commuter can avoid the most crowded part of the morning and save on the eligible rail leg, provided they meet all current conditions and tap in and out using the same payment mode. The rule is about the tap-in time, not the time you arrive at Raffles Place. A worker starting at 9:30am should not assume that the journey qualifies simply because they reach the office at 9:20am.
The free rail scheme is not automatically a free ride on City Direct 654. The bus is priced as an express bus, and any extra Travel Smart Journeys rebates have their own scheme and registration conditions. Budget the real commute using the route and fare actually taken.
Three everyday commuting examples
A junior analyst going to One Raffles Place
The analyst starts near Sengkang MRT, takes the NEL to Dhoby Ghaut and the NSL to Raffles Place, then uses the Basement 1 building link. If the meeting room is in a high office tower, the lift queue may matter more than the final rail-platform minute. Arriving at the correct building with five minutes spare is a better outcome than relying on a nominal station arrival.
A Rivervale resident working at UIC Building
The resident checks whether bus 654 stops within a comfortable walk of the flat and whether its weekday morning departure and evening return align with working hours. It may eliminate the rail change. But a parent with unpredictable childcare pickup cannot rely on a narrow return service without a train fallback. The article’s job is to make that trade-off visible, not to announce a single winner.
A parent meeting a teacher near City Hall
The parent has an afternoon appointment at an institution near Raffles City. City Direct 654 is not a normal midday service, so the NEL–NSL route via Dhoby Ghaut is the clearer choice. Alight at City Hall, check the appropriate exit and allow time for any pedestrian crossing or building security. The transport plan follows the actual hour, not a service number that appears in search results.
What can go wrong? And what to do instead
- Wrong destination name: Raffles City and One Raffles Place are different sites. Read the booking confirmation.
- Wrong MRT direction: at Dhoby Ghaut board the NSL towards Marina South Pier to reach City Hall and Raffles Place.
- Wrong blue-line direction: at Chinatown board the Downtown Line in the direction of Bukit Panjang for Telok Ayer and Downtown.
- Late City Direct bus: if your working hours fall outside service 654’s published peak period, use the MRT instead.
- Old transport map: a guide dated before July 2026 may omit the new CCL6 stations in the southern CBD.
- Overconfident fare claim: free eligible morning rail travel does not make every bus or entire multi-leg journey free.
- No return plan: know the last train connection and any onward Sengkang LRT before staying for a late event.
Frequently asked questions
Is there a direct MRT train from Sengkang to Raffles Place?
No single train runs between those stations. A simple route is NEL from Sengkang to Dhoby Ghaut, then NSL towards Marina South Pier to Raffles Place. This is one interchange.
Which station should I use for Raffles City?
City Hall (NS25/EW13), not Raffles Place. Check the specific mall, convention-centre or hotel entrance.
Which station is best for Shenton Way?
It depends on the office. Shenton Way (TE19), Downtown (DT17), Telok Ayer (DT18) and other nearby stations may be relevant. Start with the exact street address.
Does Sengkang have a City Direct bus to the CBD?
Yes. SBS Transit’s service 654 runs selected weekday peak-hour journeys from parts of Anchorvale, Compassvale and Rivervale towards Marina Bay, Downtown and Shenton Way.
Can I use City Direct 654 on weekends?
The operator says there is no regular Saturday, Sunday or public-holiday service. Use the MRT or another verified route on those days.
Is Sengkang-to-CBD rail free before 7:30am?
Under LTA’s eligible-origin scheme, the first rail trip qualifies with a weekday tap-in before 7:30am, or between 9:00am and 9:45am, excluding public holidays, subject to all current conditions.
