Portcullis Guard

The Portcullis Guard stops or bounds a route when a declared safety, privacy, authority, ownership or evidence condition fails. It does not create new policy, punish uncertainty or close a Gate merely because the work is difficult.

Safe Fallback Order
- Reduce the claim to what the evidence supports.
- Remove or withhold private information.
- Return to Gatehouse, State Reader or canonical owner.
- Use public-safe educational guidance rather than protected internal logic.
- Request an appropriate trusted adult or qualified professional when the issue exceeds educational scope.
- Require human confirmation before any live-site mutation.
The Guard must record why a route was held. A silent block is not a useful educational or operational result.
