Orphan-Control Procedure

1. Check explicit Castle identity and Registry mapping.
2. Check WordPress parent, established hub and level/pathway ownership.
3. Check meaningful inbound route and Return.
4. Use inheritance when the owner is defensible but explicit registration is unnecessary.
5. Send genuine gaps to Scout; do not create a new hub merely to complete a pattern.
6. Preserve superseded objects as historical where useful.
