Polytechnic Year 1 after the Singapore-Cambridge Secondary Education Certificate is changing from the 2028 intake. The SEC allows students to graduate with mixed G1, G2 and G3 subject profiles, and the Polytechnic admissions aggregate is being adjusted so one G2 subject can contribute to ELR2B2.
From 2028, MOE states that one of the two ‘best’ subjects in ELR2B2 may be taken at G2. If that subject is taken at G3, it is mapped to G2. The general Polytechnic Year 1 cut-off is therefore adjusted from 26 to 22 points.
This guide explains the new ELR2B2 structure, why the 22-point threshold changes, how relevant subjects differ by diploma, why minimum entry requirements still matter, and how families should build a Polytechnic application list under the 2028 PSE.
The Short Answer: What Changes for Polytechnic Year 1 in 2028?
- Polytechnic Year 1 remains a direct entry route into diploma study.
- ELR2B2 remains the admissions aggregate.
- One G2 subject can be counted as one of the two best-subject positions.
- If a G3 subject is used in that G2-reference slot, it is mapped to G2.
- The general cut-off is adjusted from 26 to 22 points.
- Course-specific minimum entry requirements still apply.
- From 2028, Polytechnic Year 1 applications sit within the new PSE.
The 2028 ELR2B2 Structure
MOE’s published structure shows:
- English Language at G3;
- two relevant G3 subjects;
- one best G3 subject;
- one best G2 or G3 subject.
The last best-subject position is the new flexibility. It allows a learner with a mixed SEC profile to use one G2 subject in the aggregate.

Why the Cut-Off Changes to 22
The shift from 26 to 22 reflects the revised scoring structure, not simply a tougher admissions policy.
Because one best-subject slot is counted at G2, the score scale changes. MOE therefore recalibrates the general eligibility threshold.
ELR2B2 Is Course-Specific
ELR2B2 does not use the same relevant subjects for every diploma. The R2 portion depends on the course.
For example, engineering, computing, business, science, design and media diplomas can use different relevant-subject groups.
Calculate ELR2B2 for the diploma, not just for the student.
Minimum Entry Requirements Still Matter
A learner can have an aggregate within the general threshold and still be ineligible for a specific diploma if a minimum English, Mathematics, Science or other subject requirement is not met.
Polytechnic planning therefore has two layers:
- Aggregate eligibility.
- Course-specific minimum entry requirements.
Competition Still Matters
Meeting the general 22-point threshold does not guarantee admission to a particular diploma. Course outcomes depend on applicant demand, available places, results and choice patterns.
Historical course ranges are useful references, but they are not pre-set future cut-offs.
How SEC Grade Mapping Works in ELR2B2
If the final B slot is filled by a G3 subject, the grade is mapped to G2.
- G3 A1 to B3 → G2 Grade 1
- G3 B4 to C6 → G2 Grade 2
- G3 D7 → G2 Grade 3
- G3 E8 → G2 Grade 4
- G3 Grade 9 → G2 Grade 5
The original G3 result remains on the SEC. Mapping exists only for the relevant aggregate calculation.
English Still Matters
English remains the EL component and can also have course-specific minimum requirements. Technical interests do not remove the need for clear communication.
A learner planning for Polytechnic should therefore protect functional reading, writing, comprehension and communication throughout Secondary 4.
Mathematics and Science Can Shape Course Options
Many engineering, computing, technology and science diplomas depend strongly on Mathematics and Science readiness.
A learner should not optimise only for the aggregate while neglecting the subjects needed to thrive once admitted.
Polytechnic Is Applied, Not Easy
Polytechnic education is practice-oriented and industry-connected, but it is still academically demanding. Diploma study can involve projects, presentations, technical modules, internships, group work, assessment deadlines and independent learning.
The right learner is not simply someone who dislikes exams. It is someone whose interests and working style fit the diploma field.
Compare the Five Polytechnics by Course, Not Brand
Singapore has five polytechnics: Nanyang Polytechnic, Ngee Ann Polytechnic, Republic Polytechnic, Singapore Polytechnic and Temasek Polytechnic.
Families should compare:
- course curriculum;
- specialisations;
- industry partnerships;
- internship structure;
- facilities;
- project style;
- travel time;
- progression options;
- actual learner interest.
Poly EAE Continues
MOE has confirmed that Polytechnic Early Admissions Exercise will continue after the PSE begins.
Poly EAE is aptitude-based. It allows students to receive conditional offers before final results based on demonstrated aptitude and interest, subject to meeting the required admission conditions.
Build Three Polytechnic Choice Baskets
Aspirational
Courses the learner genuinely wants and may reach if results or competition are favourable.
Strong Fit
Courses aligned with likely aggregate, relevant subjects, interests and learning style.
Secure
Courses the learner would still genuinely accept if the first choices do not work out.
Choice order matters in the new PSE tie-break framework, so the ranking should reflect real preference.
A Polytechnic Planning Timeline
Secondary 3
Explore broad diploma fields. Notice which subjects the learner enjoys and which applied problems are interesting.
Early Secondary 4
Shortlist diploma families, check relevant subjects and minimum entry requirements, and consider Poly EAE if appropriate.
Late Secondary 4
Build a realistic choice list while continuing examination preparation.
After SEC Results
Compute course-specific ELR2B2, verify minimum requirements, update the choice order and apply through the prevailing PSE process.
What Parents Should Avoid
- Do not assume 22 points guarantees any Polytechnic course.
- Do not calculate one ELR2B2 and use it for every diploma.
- Do not ignore minimum entry requirements.
- Do not choose a course only because the Polytechnic is famous.
- Do not assume Polytechnic is academically easy.
- Do not ignore EAE if the learner has clear course aptitude.
- Do not leave course research until results day.
The eduKate Polytechnic Year 1 Framework
- Map the learner’s SEC profile.
- Identify likely diploma fields.
- Protect relevant subjects.
- Check course-specific minimums.
- Compute ELR2B2 correctly.
- Consider Poly EAE where appropriate.
- Build aspirational, strong-fit and secure baskets.
- Rank choices honestly under the PSE.
- Verify every rule for the application year.

Polytechnic Year 1 After SEC: Choose the Diploma, Not Just the Threshold
The 2028 admissions changes make mixed subject profiles easier to use, but the central decision remains the same: choose a diploma the learner can genuinely grow into.
Aggregate eligibility opens the door. Course fit determines whether walking through that door makes sense.
