Imagine a family comparing two washing machines in a Singapore showroom. One label shows three water-efficiency ticks. Another shows four. A child looks at the symbols and says, “Four ticks must mean the machine uses one quarter as much water. If three ticks uses 60 litres, four ticks should use 15 litres.”

The arithmetic is neat. The evidence is not.

A tick rating is a classification produced under a scheme. The symbols tell you which efficiency grade a registered product has met for its category under stated requirements. They are not four identical pieces of a whole, and they do not create a universal equation such as “four ticks = one quarter of the water”.

Singapore’s national water agency, PUB, currently describes the Mandatory Water Efficiency Labelling Scheme as a grading system. Different product groups can have different available tick levels. Household clothes washing machines can carry 2-, 3- or 4-tick ratings, while other covered fittings use their own applicable rating ranges. That is already an important clue: the tick count belongs to a scheme and product category, not to a simple fraction printed in picture form.

A student who looks only at total litres might say River is better because 48 is less than 56. Another who looks only at ticks might say Orchard must always use less water because four ticks beats three. Both are moving too quickly.

The machines have different capacities. The water figures belong to stated test programmes. The home cycles and actual loads may differ from the test. A fair scientific comparison asks what quantity the scheme uses and whether the two values are being compared on the same basis.

Why the Picture Tempts the Wrong Mathematics

Humans are good at counting symbols. Four stars feels like “four units of goodness”. Five bars feels like “five times strong”. A row of ticks can invite the same shortcut.

But many rating systems use bands. A product crosses a threshold and enters a category. The spacing between categories is defined by the scheme, not by the visual distance between icons. Four ticks can therefore mean “meets the conditions for grade four” without meaning “four times as efficient as grade one”.

Suppose an 8 kg machine uses 48 L in a standardised test and an 11 kg machine uses 56 L. The larger machine uses more litres in that invented cycle, but it also handles more rated load. You cannot decide which is more efficient merely by choosing whichever total number looks smaller. The comparison unit matters.

This is the same scientific discipline you use in school when a graph says “growth per day” rather than simply “growth”, or when a table reports mass per unit area rather than total mass. The denominator tells you what has been normalised.

Method Check: A Label Comes From a Test Route, Not From Guessing

PUB requires products covered by Mandatory WELS to meet applicable testing and registration requirements before they are offered or displayed for sale. That makes the label meaningful evidence. But meaningful evidence still has a boundary.

  • Which product category was tested?
  • Which test method and programme applied?
  • What water-use quantity was measured or calculated?
  • What rated capacity was used?
  • Were temperature, pressure, load and programme conditions specified?
  • Does the comparison use the same basis for both products?
  • Are you discussing test performance or actual use in one household?

The label is therefore stronger than a vague advertisement saying “saves water”. It is also narrower than the claim “this household will save exactly 40%”.

Worked Case 1: Four Ticks Versus Three Ticks

A poster says: “Our new 4-tick washer uses 25% of the water of a 3-tick washer.” The only evidence shown is the two WELS labels.

Evaluation: the evidence is insufficient. The two ratings support a difference in scheme grade, but the claimed 25% ratio requires actual comparable water-use data. The icons alone do not supply that ratio.

Evidence that would strengthen the claim: registered or test values for both machines, same comparison basis, compatible capacities or a justified normalisation, and a clear calculation.

Worked Case 2: Better Rating, More Water in One Cycle

Machine A has four ticks and a large rated capacity. Machine B has three ticks and a smaller capacity. In an original classroom dataset, A uses 58 L on the tested cycle and B uses 45 L.

A student says, “The labels must be wrong because the four-tick machine uses 13 L more.”

That is not a safe conclusion. A rating can depend on efficiency relative to a relevant unit or category rule, not only the total litres shown in one row. The machines may differ in rated load. Before challenging the label, check what the scheme actually measures.

Worked Case 3: The Home Water Bill

A family replaces a 3-tick washer with a 4-tick washer. Their total household water use does not fall the next month.

Does that prove the 4-tick washer is not more water efficient under the WELS test?

No. The household total includes showers, taps, toilets, cooking, cleaning and perhaps a different number of wash cycles. The family may have washed more loads, used different programmes or changed other habits. A whole-home bill is not a controlled test of one appliance.

Two identical 4-tick washers are used in two homes. Home X usually fills the drum close to the recommended load. Home Y often runs many small loads. At the end of the month, Home Y uses more water for laundry.

This does not make the same label contradictory. The label describes tested product efficiency under scheme conditions. Household behaviour changes how many cycles are run and which programmes are chosen.

Worked Case 5: A Social Post Says “50% More Efficient”

A social-media graphic compares a 2-tick and 4-tick product and writes “twice the ticks = 50% more efficient”. No test results are given.

The picture uses symbol count as if it were a measuring scale with equal numerical intervals. That must be checked, not assumed. The correct response is not to reject the official rating, but to reject the extra arithmetic that the graphic invented.

Comparison Check: Like With Like Before You Divide

Before calculating a percentage saving, place the two products side by side and check the comparison frame:

  • same product category;
  • same or appropriately normalised capacity;
  • same tested quantity;
  • same unit;
  • same test programme or compatible standard basis;
  • same time boundary;
  • no hidden change in load, pressure or operating mode.

If those conditions differ, the division may be mathematically correct but scientifically meaningless.

What Would Strengthen a Water-Saving Claim?

  • The exact WELS registration and rating are shown correctly.
  • The actual water-use metric used in the comparison is stated.
  • The comparison uses compatible products and capacities.
  • The test procedure is identified or linked.
  • The calculation from baseline to new value is visible.
  • The claim says whether it refers to a standardised test or expected use.
  • If household savings are claimed, real usage assumptions such as loads per week are stated.
  • Uncertainty and variation in household behaviour are not hidden.

What Would Weaken It?

  • Only the number of ticks is shown, but a precise percentage is claimed.
  • A 4-tick washer is compared with a product from another category.
  • Different capacities are ignored.
  • One machine is tested on an eco programme and the other on a quick programme without explanation.
  • A single household bill is treated as a controlled appliance test.
  • A maximum, minimum or promotional figure is mixed with a registered test value.
  • The wording shifts from “water efficient” to “will always use less water” without new evidence.

Alternative Explanations When Real-World Use Looks Different

Suppose a 4-tick product seems to use more water in one home than expected. Possible explanations include more wash cycles, smaller loads, a different programme, extra rinse options, different laundry habits, or comparing whole-home meter readings rather than appliance-only use. There may also be measurement or record-keeping errors.

Healthy scepticism means keeping several plausible explanations alive until evidence separates them. It does not mean assuming the label is false, and it does not mean assuming the label explains everything.

How Far Can the Conclusion Travel?

From an authentic 4-tick WELS label on a covered washing machine, you can conclude that the product has been registered in that rating grade under the applicable Singapore scheme requirements.

You cannot conclude from the tick count alone that the product uses exactly 25% as much water as another product, saves a fixed percentage in every home, or will always produce the lowest monthly bill. Those are larger claims with extra variables.

Tempting but Invalid Reasoning

  • “Four ticks means one quarter.” A grade is not automatically a fraction.

Standardised tests are designed to make comparison more controlled than everyday life. That is their strength. It is also why a test result is not a perfect prediction of every household.

A standard test holds important conditions steady so products can be compared. Real homes vary. People choose programmes differently, run partial loads, add options, wash different fabrics and use appliances at different frequencies. The scientific task is to keep the test claim and the use claim separate.

Question: Explain why the conclusion is not supported by the information given.

Reasoned answer: The tick number is a water-efficiency grade, not a fraction of water used. The machines also have different rated capacities. Comparable water-use data under the relevant test conditions are needed before calculating a ratio or percentage saving.

Transfer Case 2: Same Label, Different Month

One family uses a 4-tick washer twelve times in Week 1 and twenty times in Week 2. The laundry water use is higher in Week 2.

Question: Did the machine become less water efficient?

Reasoned answer: Not necessarily. The number of cycles changed. To evaluate the machine’s efficiency, compare water use on a common basis rather than only total weekly use.

Next, create two fictional washers with different capacities. Give total litres for one test cycle. Ask whether the smaller total always means better efficiency. This forces the learner to search for the denominator and the conditions.

Finally, show how a real scheme protects against one kind of uncertainty by standardising tests, while ordinary home use reintroduces many variables.
