The practice is still on the handbook, but is it still alive?

A tuition programme introduces a useful teaching practice. Training is strong. Materials are ready. Tutors use the routine. The first month looks convincing.

A year later, the practice still appears in the programme handbook. That fact proves almost nothing.

The tutor who championed it has left. New tutors learned a shorter version from colleagues rather than from the original training. The worksheet on which the routine depended has been replaced. A digital tool changed its interface. Examination season shortened lessons. The coach who used to observe the practice now has a fuller timetable. One part of the routine survives because it is easy to see; another part, the one that required a delayed learner reattempt, has gradually disappeared.

Nobody formally stopped the practice. Nobody deliberately redesigned it. It simply became thinner.

This is an implementation-sustainability problem.

The Implementation-Sustainability Gate asks whether an adopted evidence-informed teaching practice can remain usable, recognisable and educationally worthwhile after launch support fades and ordinary organisational change begins. It is not a demand that a programme freeze a method forever. Sustainable practice has to survive change by preserving its active job while allowing legitimate adaptation, renewal and eventual retirement when the job or evidence changes.

A practice is not sustainable because it lasted a long time. It is sustainable when the programme can continue to deliver its important features without relying on exceptional people, hidden labour, obsolete materials or permanent crisis-level attention.

Quick answer

A teaching practice is sustainably implemented when four things remain true over time.

First, the practice still solves a current educational problem rather than surviving by habit. Second, ordinary tutors can still deliver its load-bearing features under normal working conditions. Third, the programme has a living support system for induction, materials, coaching, ownership and change. Fourth, monitoring is light but sufficient to detect drift, shrinking reach or rising burden before the practice becomes ceremonial.

Do not preserve a routine merely because it was once evidence-informed. Recheck the problem, the active ingredient and the operating conditions. Decide who owns updates. Build the practice into ordinary induction rather than relying on the memory of early adopters. Maintain reusable materials. Protect enough coaching and review to catch drift. Record intentional adaptations so the programme can learn from them. Remove duplicate administrative work. Recheck access and feasibility after platform, staffing or timetable changes.

And include an exit route. A practice that no longer earns its cost should be adapted, replaced or retired deliberately rather than kept alive as a ritual.

Sustainability is not permanence. It is continued fitness for purpose.

The ownership boundary

The Tutor Handbook already has several neighbouring owners.

The Adoption Gate asks when a successful bounded trial deserves to become standard practice. That is the adoption decision.

The Implementation Fidelity Check asks whether a route was actually delivered with its intended active ingredients.

The Implementation-Feasibility Gate asks whether a competent ordinary tutor can realistically carry the routine now, inside real time, materials, skill and workflow constraints.

The Implementation-Reach Gate asks whether the practice reaches the learners and tutors it is meant to serve.

The present article owns the long-run question after those gates have been passed: what keeps an adopted practice alive as the programme changes?

That question matters because many implementation failures are not dramatic. A programme does not announce that it has abandoned a useful practice. The surrounding support decays until the practice becomes optional, distorted or invisible.

Current apex implementation guidance treats sustainment as a phase, not an afterthought

The Australian Education Research Organisation's current practice guide, Staying on track: Monitoring implementation outcomes, published and updated on 15 September 2026, explicitly separates implementation outcomes including feasibility, acceptability, fidelity, reach and sustainability. It is research-informed guidance for school implementation teams, not a validation study of this Tutor Handbook gate.

The Education Endowment Foundation's A School's Guide to Implementation, third edition published 24 April 2024, treats implementation as an ongoing process rather than a launch event. Its Explore, Prepare, Deliver and Sustain framing makes the central point clear: a change is not complete when people first start doing it.

The OECD Teaching Compass, published 30 May 2025, places teacher agency, competencies and well-being inside the conditions for educational change. It is a policy framework, not a tutoring intervention trial, but it reinforces a useful limit: a practice that survives only through permanent overload is not a responsible model of professional implementation.

The National Student Support Accelerator's current Toolkit for Tutoring Programs similarly treats tutor training, ongoing support, materials, instructional practices, data use and programme design as connected. A high-impact tutoring model does not become self-maintaining once the first training ends.

These sources support the need for sustainment thinking. They do not prescribe one universal sustainability score.

Sustainability begins by asking whether the problem still exists

A routine can outlive the problem that justified it.

Imagine that a programme once had inconsistent feedback because tutors used highly different marking approaches. It adopted a structured feedback-action routine. Over time, materials, tutor expertise and session design improved. The original inconsistency became much smaller.

Should the routine remain exactly as originally designed?

Perhaps. The practice may still provide value. But the programme should not assume that historical need equals current need.

Sustainability starts with a periodic problem check: what job was this practice meant to do, and does that job still matter at the same intensity?

This protects the programme from institutional archaeology—layers of routines added over years, each once reasonable, all still demanding time. A tutoring system can become overloaded not because any single routine is bad but because nothing is ever allowed to finish.

A practice that no longer solves an important problem should not win protection merely because it has a training deck.

Preserve the active ingredient, not the original packaging

Long-run implementation requires adaptation.

Paper becomes digital. A three-column form becomes a short note. A weekly meeting becomes an asynchronous review. A question bank is replaced. Tutor language changes. New curriculum materials arrive.

The Active-Ingredient Adaptation Gate already establishes the core discipline: adaptations should preserve the parts believed to make the routine educationally useful.

Sustainability adds time.

A harmless surface adaptation can become a harmful drift after several generations of copying. Tutor A shortens the routine but preserves its mechanism. Tutor B learns from Tutor A and shortens again. Tutor C inherits only the visible final step. Nobody can point to a single reckless decision, yet the mechanism has vanished.

The sustainability system therefore needs a current statement of the active ingredient in language that new tutors can understand. Not a forty-page archive. One concise explanation of what must remain true and why.

If that explanation cannot be written, the programme is unlikely to sustain the practice coherently.

Composite case: the correction routine that becomes a red-pen ritual

The following case is fictional and constructed for teaching.

A programme introduces a correction routine for Mathematics. Its original job is simple: the learner identifies the first consequential error, repairs the cause, then completes one fresh item without the original solution visible.

During the first term, tutors use the full routine.

In the second term, lesson time becomes tighter. Tutors ask learners to correct the original item but often omit the fresh item. In the third term, new tutors inherit a worksheet headed "Corrections" and assume the aim is to produce a clean corrected page. Learners copy the correct working after explanation.

The programme still says it "uses a correction system".

What survived was the easiest visible artefact: a corrected page. What disappeared was the independent receipt.

A sustainability review does not simply tell tutors to follow the old form. It reconstructs the job. The programme explains that the fresh item is load-bearing because it separates corrected recognition from independent repair. It redesigns the form so the fresh item is easier to schedule. It removes a duplicate reflection box nobody uses. It adds the routine to tutor induction and samples it occasionally in ordinary lessons.

The result is not restoration of the exact first-year worksheet. It is restoration of the educational mechanism.

The champion problem

New practices often need champions.

A knowledgeable tutor explains the routine, answers questions, creates examples and notices early implementation problems. This can be excellent leadership.

It becomes fragile when the practice exists only because the champion is carrying it.

Ask what would happen if that person were absent for six weeks. Could new tutors learn the practice? Are the current materials discoverable? Is the rationale written somewhere? Can another coach recognise strong implementation? Can routine problems be resolved without waiting for the champion?

If the answer is no, the programme has a single point of failure.

Sustainability requires converting personal expertise into an organisational capability without draining the expertise of nuance. That can include a concise induction case, a small set of annotated examples, a short coaching protocol and clear ownership for updates.

The champion should improve the system, not become the system.

Ownership must survive staff turnover

Practices decay when nobody owns the maintenance job.

"Everyone is responsible" often means nobody has the authority or time to update materials, resolve conflicting versions or decide whether an adaptation is legitimate.

A sustainable practice needs an owner with a bounded job.

The owner does not need to inspect every lesson. They need to know which version is current, which active ingredients are protected, where recurring implementation problems are logged, who can approve significant changes, and when the practice will be reviewed.

Ownership can be distributed across subject leads or programme roles. What matters is that ambiguity does not become the maintenance model.

When the owner changes, the ownership handover should be explicit. Otherwise a practice can become orphaned while remaining officially mandatory.

Induction is the first sustainability test

A practice that only early adopters understand is not sustainably implemented.

New tutors should not have to infer the routine from old worksheets or colleague folklore. The practice belongs in ordinary onboarding at the depth its risk and complexity justify.

That does not mean every routine needs a training module. Low-complexity practices may need a clear example and one live check. High-judgement practices may require rehearsal, coaching and later live verification.

The Training-to-Live-Practice Transfer Check remains the owner for whether trained knowledge appears in real teaching.

The sustainability question is whether that transfer route still exists after the launch cohort has gone.

A simple test is to ask a competent tutor who joined six months later to explain the practice's purpose, the non-negotiable feature and one legitimate adaptation. If the answer depends on who happened to mentor them, the programme has inconsistent inheritance.

Materials age even when the principle does not

Instructional materials have a maintenance cycle.

Syllabuses change. Examples become stale. Digital links break. Accessibility versions lag behind. Answer keys accumulate corrections. A platform changes its export format. A once-good worksheet no longer matches school terminology.

A sustainable practice separates the durable instructional principle from the replaceable material instance.

For example, a contrast-case routine may remain sound while the specific Mathematics examples need updating. A progress-monitoring principle may remain sound while the digital form used to record evidence becomes obsolete.

The Instructional Material Coherence Gate protects the learning route when materials from different sources are combined. Sustainability adds maintenance responsibility: who checks whether the shared material still represents the current practice?

A practice can drift simply because the oldest worksheet is easiest to find.

Hidden extra effort is not sustainable capacity

Launch periods are full of invisible subsidy.

Tutors prepare extra at home. Programme leads answer messages late at night. Coaches create bespoke examples for each group. Administrators manually move data between systems. Nobody counts this work because everybody wants the change to succeed.

The Implementation-Feasibility Gate calls attention to this hidden burden in current operation.

Sustainability asks whether the programme eliminated the hidden subsidy or merely normalised it.

A practice that can continue only because conscientious tutors donate recurring personal time has not achieved a stable operating model. The programme should either reduce non-essential burden, add capacity, narrow the practice or make the extra work explicit and supported.

Professional commitment is not a renewable infrastructure budget.

Composite case: the data review that survives only on Sunday nights

This case is fictional.

Tutors are asked to review three pieces of learner evidence each week and record one route implication. During the pilot, coaches provide time and show how to interpret the evidence.

After rollout, protected review time disappears. Tutors still value the process. They begin doing it at home.

For several months the dashboard looks healthy. Review completion remains high.

Then one tutor reduces entries to short generic notes. Another delays them until the end of the month. A new tutor cannot keep up and starts copying last week's route. Leaders see a "fidelity problem".

The sustainability review finds that the programme preserved the requirement and removed the condition that made it realistic.

The fix is not motivational. The programme redesigns the workload. It narrows the weekly review to one decision-relevant evidence sample, moves longer reviews to a monthly cycle and protects a small preparation window. The active job—use evidence to update teaching—remains. The recurring hidden labour falls.

Sustainability often looks like this: not heroic continuation, but a better ordinary workflow.

Monitoring should become lighter as the practice stabilises

Permanent high-intensity monitoring can keep a practice alive while simultaneously making it unsustainable.

During early implementation, frequent checks may be justified. Leaders need to know whether tutors understand the routine, whether materials work and whether adaptation is safe.

Once the practice is stable, monitoring can usually taper.

The Coaching-Support Taper Gate makes the related professional-learning decision: observation and support intensity should respond to current live-practice evidence, not seniority alone.

For practice sustainability, the principle is similar. Keep enough sampling to detect meaningful drift, reach loss, recurring burden or material decay, but do not demand continuous proof that nothing has changed.

A mature practice should consume less governance attention than a fragile new one.

If it still requires launch-level supervision two years later, the programme should ask whether the practice is truly embedded or simply permanently propped up.

Drift is not always deterioration

The Drift Check catches cases where an adopted routine quietly stops being the chosen routine.

But not every change is decay.

Tutors may discover a shorter prompt that preserves learner thinking. A new worksheet may improve accessibility. A different sequence may fit the curriculum better. A digital record may remove duplicate work.

Sustainability depends on distinguishing productive evolution from unobserved erosion.

A programme can use a simple change route: state what changed, why it changed, whether the active ingredient remains, what new cost or access issue appears, and whether the adaptation should remain local or become shared practice.

This prevents two equal mistakes: freezing the original form forever and allowing every local modification to become invisible.

Acceptability changes over time

A practice can be accepted at launch and disliked later.

Initial enthusiasm may fade when hidden costs appear. Learners may tolerate a routine while it is novel and later experience it as repetitive. Parents may support a practice until it starts consuming school-home time. Tutors may initially resist a routine and later value it after it becomes fluent.

The Implementation-Acceptability Gate belongs to a separate implementation outcome. For sustainability, the key is temporal: do not assume the launch reaction still describes the practice six months later.

Occasional stakeholder feedback can reveal rising friction before reach collapses or tutors create workarounds.

That feedback should not become a popularity contest. The programme still needs evidence about learning, feasibility and active ingredients.

Reach can narrow quietly

A practice can remain excellent in the lessons where it appears while disappearing from difficult conditions.

The Implementation-Reach Gate owns the question of whether eligible learners and tutors actually receive the practice.

Sustainability asks whether that reach is preserved over time.

New staff may use the routine only with easy groups. Examination periods may squeeze it out. Online classes may never receive the accessible version. A particular subject may stop using it because the examples were never updated.

A periodic reach sample can reveal this narrowing.

Do not wait for "programme-wide practice" to become "one tutor still does it well".

The retirement route is part of sustainability

It sounds contradictory, but a sustainable implementation system needs a way to stop practices.

A routine may become redundant because another system now performs the job better. The curriculum may change. New evidence may weaken confidence in the original rationale. The ongoing cost may become larger than the educational benefit. The problem the practice solved may become rare.

Without a retirement route, programmes accumulate layers.

Retirement should preserve useful learning. Record what problem the routine solved, what evidence justified ending it, which active ingredient is now handled elsewhere, and what would trigger reconsideration.

This is different from the Retirement of a learner fragility. Here the object being retired is a programme practice.

A sustainable programme does not keep everything. It keeps the system capable of choosing again.

Sustainability and tutor well-being

Well-being is not a soft extra around implementation.

A practice that consumes recovery time, creates constant after-hours work or makes tutors feel unable to complete core teaching can undermine the professional capability needed to deliver the practice well.

This does not mean any demanding practice should be abandoned. Some high-value practices are effortful.

The programme needs to know whether the effort is proportionate and whether the workload is supported. Can materials be reused? Can duplicate reporting be removed? Can coaching focus be narrowed? Does the routine replace weaker work, or does it simply sit on top of everything else?

The OECD Teaching Compass's emphasis on teacher well-being and professional agency is useful here as a policy signal. Sustainable educational change requires professional conditions in which people can continue exercising judgement.

A programme that sustains a routine by exhausting its tutors has confused persistence with success.

A practical sustainability review

A small tuition programme does not need an implementation department.

Choose a material practice that has been standard long enough for launch effects to fade. Ask six questions.

Need: Does the original educational problem still justify the practice?

Mechanism: Can current tutors explain what part must remain true?

Operating fit: Can ordinary tutors still perform it without hidden recurring subsidy?

Inheritance: Can a new tutor learn the practice through the current induction and support route?

Maintenance: Are materials, examples, access formats and ownership current?

Evolution: Have local adaptations, reach changes or rising burdens appeared, and have they been interpreted rather than hidden?

Then make one decision: sustain as is, adapt, add support, narrow eligibility, merge with another routine, or retire.

The review should produce less ambiguity, not another permanent form.

Composite case: the practice survives a staff change

This case is fictional.

A programme uses a short "private first response" routine in three-learner tuition before group discussion. Its job is to preserve initial individual evidence and prevent the fastest speaker from giving away the route.

The tutor who introduced the routine leaves.

The practice survives because its active job is clearly stated in induction. New tutors see two examples: one Mathematics comparison and one English interpretation task. They rehearse the timing once. Coaches know what to look for. The routine is flexible: responses can be written, selected or privately prepared depending on the target and legitimate access conditions.

A year later, the programme notices that digital classes use a cumbersome form that takes too long. It replaces the form with a short private chat response. The mechanism remains: each learner commits to an initial view before public discussion.

That is sustainability.

The original surface disappeared. The educational job survived.

What parents should notice

Parents do not need to see internal implementation machinery.

They should experience coherence over time.

A practice promised as part of the tuition model should not depend on which tutor happens to teach that week. A new tutor should not reset the learner. Materials should not contradict last year's route without explanation. Useful feedback, access supports and independent checks should remain meaningful as the programme grows.

At the same time, parents should not expect a good programme to preserve every worksheet or routine forever. Responsible education changes when the learner, curriculum, evidence or operating conditions change.

The useful question is: has the educational principle been preserved, and can the programme explain why a meaningful change was made?

Failure modes

The handbook fossil. The routine remains documented but is no longer reliably present in ordinary teaching.

The champion dependency. One expert keeps the practice alive, and their absence would effectively end it.

The launch-support illusion. The practice appears sustainable only because temporary coaching, preparation or funding never truly ended.

The hidden-subsidy model. Tutors maintain implementation through recurring unpaid or unrecorded extra work.

The inheritance drift. Each new tutor learns a slightly thinner version from the previous tutor.

The material ageing failure. The principle remains useful, but obsolete worksheets, broken links or inaccessible formats make ordinary use degrade.

The monitoring forever failure. Launch-level observation and reporting continue indefinitely, making the practice itself burdensome.

The frozen-fidelity failure. Any adaptation is treated as non-compliance even when the original surface no longer fits current curriculum or access conditions.

The permanent-practice failure. The programme has no legitimate route to merge, replace or retire a routine whose job no longer justifies its cost.

The narrowing-reach failure. The practice survives only in the easiest groups while the programme continues describing it as universal.

Maintenance has a budget even when nobody names it

Every sustained practice consumes maintenance resources.

A question bank needs errors corrected. A coaching routine needs observers who still understand the standard. An accessible worksheet needs to remain accessible after the content is revised. A digital workflow needs account administration and a recovery path when the platform changes. An induction example needs to be refreshed when the curriculum moves.

These costs are often small. Their danger comes from invisibility.

When nobody allocates maintenance, tutors improvise locally. The strongest tutor updates their own copy. Another keeps the old version. A third abandons the routine because the material no longer fits. The programme experiences variation and calls it inconsistency.

A sustainability review should therefore identify the smallest recurring maintenance budget the practice actually needs. That budget can be time, ownership, material review, coaching capacity or technical support. It does not have to be a financial line item. It has to exist somewhere in the operating model.

The useful question is: what must somebody continue doing so this practice remains usable next year?

If the answer is "nothing", test that claim carefully.

A practice should survive ordinary disruption, not every imaginable disaster

Sustainability does not require perfect resilience.

A staff departure, curriculum update, temporary timetable squeeze or platform outage is ordinary organisational change. A sustainable practice should have enough redundancy and clarity to recover from those events without being reinvented.

The programme does not need to prepare for every rare catastrophe.

This distinction prevents over-engineering.

For a small tutoring centre, sustainability can be modest: two tutors understand the routine; the current materials live in one known place; the active ingredient is written clearly; an offline alternative exists; the practice appears in induction; one person owns updates; and a periodic review asks whether it still earns its place.

That is enough to remove many single points of failure without creating a bureaucracy larger than the practice itself.

Sustainability can improve when a practice becomes less visible

Launch-stage practices often need explicit prompts.

A tutor checks a card. A coach uses a named observation item. A worksheet contains a special box.

Later, the same professional decision may become part of ordinary competent teaching. The tutor naturally protects a private first response before group discussion. They no longer need the card.

That can be a sign of maturation rather than disappearance.

The programme should distinguish embedded practice from unmeasured loss.

A simple live sample can help. If the named artefact has disappeared but the educational job is still present reliably, sustainability may have improved. The practice has moved from external reminder to professional repertoire.

If both the artefact and the job have vanished, the practice has decayed.

This is why sustainability monitoring should observe function, not merely continued use of launch materials.

Sustainable practice needs a version truth

When several copies of a routine circulate, maintenance becomes guesswork.

One tutor has the newest worksheet. Another has an older version with a better example. A third has edited the prompt locally. The programme lead remembers a change from a meeting but cannot tell whether it reached every tutor.

A sustainable system needs one current version truth.

That does not require sophisticated software. It can be one clearly named source, a date, a short change note and an owner. The point is to make "current" observable.

Version truth also protects evidence interpretation. If learner outcomes differ across groups, the programme can check whether those groups were actually using the same active version before treating the difference as a tutor effect.

Local adaptations can still exist. They should be visible enough that another tutor can tell what changed and why.

The goal is not document control for its own sake. It is to stop an instructional practice from splitting into several hidden descendants while everybody continues using the same name.

Evidence boundaries

AERO's Staying on track: Monitoring implementation outcomes, published and updated 15 September 2026, explicitly identifies sustainability as a distinct implementation outcome alongside feasibility, acceptability, fidelity and reach. It is research-informed school guidance. It does not validate the exact review cycle or decision categories proposed here for private tuition.

EEF's A School's Guide to Implementation, third edition published 24 April 2024, provides a structured implementation process culminating in Sustain. It supports the general proposition that implementation requires ongoing support, monitoring and learning rather than a one-off launch.

The sustainability gate remains a professional decision framework. The relevant receipt is local: does the practice still solve the intended problem, preserve its mechanism, reach eligible learners and fit ordinary work after launch support has faded?

The end state

A sustainable tutoring practice should become less dependent on memory, heroics and launch energy as it matures.

The programme knows why the practice exists. New tutors can learn it. Materials remain current. Adaptations are visible enough to interpret. Coaching and monitoring taper without disappearing blindly. Reach does not quietly collapse. Workload remains proportionate. When the environment changes, the practice can change without losing the job.

And when the practice is no longer worth keeping, the programme can let it end.

That is the Implementation-Sustainability Gate.

The strongest sign of sustainability is not that the original document remains unchanged. It is that, after staff turnover, curriculum change, ordinary pressure and the disappearance of launch excitement, a competent tutor can still deliver the intended educational opportunity—and the programme can still explain why that opportunity deserves to exist.
