The Tutor Handbook: Complete series index. This volume is about one boundary that tutoring often handles badly: the difference between helping a learner access a task and helping so much that the assistance performs the very capability the tutor is trying to teach or observe.

A learner enlarges the text because small print is difficult to read. Another learner uses text-to-speech because decoding dense instructions is not the current learning target. A third learner asks the tutor to restate a long question in simpler language because the lesson is testing algebraic representation rather than English comprehension.

None of those supports automatically makes the work less independent.

Now change one detail. The text-to-speech tool does not merely read the question; it also explains what method to use. The tutor’s “restatement” quietly tells the learner which relationship matters. The enlarged worksheet highlights the key evidence line in bold. The support has moved from access into answer production.

The Access-Support Boundary is the line between help that makes the intended learning opportunity reachable and help that performs part of the intended learner decision.

This line is not always obvious. A tool can be essential in one learning job and contaminating in another. A formula sheet can be legitimate when the target is modelling and inappropriate when the target is formula retrieval. A reader can preserve access to a Mathematics word problem for one learner and remove the reading demand that another task is explicitly meant to assess. The correct question is not “Is help allowed?” It is “What capability are we trying to teach or observe, and which supports preserve that capability rather than replace it?”

The direct answer

A tutor should define the target skill before deciding which support counts as legitimate. Then separate access support from answer support. Access support removes barriers that are not part of the target: readable format, physical access, approved assistive technology, necessary language clarification when language itself is not being assessed, or organisational support that lets the learner encounter the task. Answer support supplies a step, cue, criterion, method or content decision that the learner is supposed to perform.

The distinction should be functional rather than moral. A prompt is not “bad” merely because it helps. It may be exactly the scaffold needed during instruction. The problem arises only when the tutor interprets supported performance as evidence of an unsupported capability, or removes legitimate access assistance in the name of independence.

CAST’s Universal Design for Learning Guidelines 3.0 explicitly emphasise accessible materials and assistive technologies, multiple modes of expression, learner agency, and the need to optimise challenge and support around the learning goal. AERO’s Scaffold Practice guidance likewise describes planned and responsive supports that can be faded as proficiency develops. These sources point in the same direction: support should be designed around the goal, not removed indiscriminately.

1. What this volume owns

This volume owns the tutoring distinction between access and answer assistance. It does not define formal school or examination accommodations. Those are governed by the relevant institution and current official rules, and a tutor should never invent them. It does not diagnose disability or learning conditions. It does not tell families whether a learner “should qualify” for formal support.

It asks a narrower educational question: when a learner is being taught or observed in tuition, which supports make the target task accessible, and which supports alter the target task by performing part of the learner’s intellectual work?

This matters for fairness, diagnosis, feedback, independence and self-advocacy. If the boundary is unclear, tutors can make two opposite errors: remove help that the learner legitimately needs to access the work, or preserve so much answer-giving help that the tutor can no longer tell what the learner can actually do.

2. Independence does not mean doing without tools

A learner who wears glasses is not less independent because the lenses improve visual access. A learner who types rather than handwrites may still perform the same planning, argument and language decisions. A learner using an approved screen reader can still do demanding comprehension, reasoning and synthesis if the reading channel itself is not the construct being assessed.

This is a crucial correction to a common tutoring instinct. Tutors sometimes try to “remove all help” to see the real learner. But some supports are part of the learner’s legitimate operating environment. Removing them can create a new barrier and produce weaker evidence about the actual target skill.

The relevant standard is not tool-free performance. It is performance in which the learner still performs the target cognitive, academic or self-regulatory operation.

3. Start by naming the target

Suppose the task is a Mathematics word problem. What is the tutor trying to learn?

  • Can the learner read complex English syntax?
  • Can the learner identify the mathematical relationship once the language is understood?
  • Can the learner represent the relationship symbolically?
  • Can the learner choose and execute a method?
  • Can the learner work under examination-like reading conditions?

These are different targets. Reading the problem aloud may preserve access when the tutor wants to isolate mathematical representation. The same reading support would be inappropriate if the learning job is independent interpretation of written mathematical language.

Support cannot be judged without a declared target.

4. Access support removes an irrelevant barrier

An access barrier is a condition that prevents the learner from engaging the intended task but is not itself the capability currently being taught or checked. Examples may include text size, navigation, device compatibility, physical positioning, a need to hear rather than visually scan text, or a format that unnecessarily hides the core academic decision.

Removing such a barrier does not automatically make the learning easier in the intellectual sense. It can make the intended challenge more visible by removing noise around it.

CAST’s UDL guidance is useful here because it distinguishes access from lowered expectations. Its 2024 Guidelines 3.0 frame accessibility, learner agency and appropriately challenging goals as compatible. The design question is how to support access, participation and progress toward the goal rather than assuming one rigid route is inherently more rigorous.

5. Answer support performs part of the target

Answer support does not need to give the final answer. It can replace an earlier decision in the chain.

  • “This is a percentage-change question” announces method selection.
  • Highlighting the exact sentence that proves an inference performs evidence selection.
  • Giving the first algebraic equation performs representation.
  • Restating a Science question as “Explain how heat causes expansion” may reveal the mechanism the learner was meant to identify.
  • Giving a planning template with all argument functions pre-labelled can perform part of essay organisation.

These supports may be excellent teaching tools during guided practice. They become problematic only when the tutor forgets what they supplied and later interprets the learner’s success as if the learner supplied it.

6. Instructional support and measurement support are different questions

During instruction, the tutor can legitimately provide substantial scaffolding. A worked example may show a complete solution. A sentence frame may reveal structure. A prompt may point to the relevant feature. Teaching often begins by making thinking visible.

During a check of independent capability, the support rules change. If the target is method selection, the method cue needs to be absent. If the target is causal explanation, the model causal chain cannot remain visible. If the target is self-directed planning, the tutor should not construct the first plan.

The same support can therefore be appropriate during learning and inappropriate during proof. This is not inconsistency. It is alignment between support and purpose.

7. Access support should usually remain stable during proof

If enlarged text is part of the learner’s legitimate access condition, removing it during an independence check changes the task. The tutor is no longer testing only the intended capability; the tutor has added a visual access barrier.

Likewise, if an established assistive technology is necessary for access and does not perform the target academic decision, independence should normally be judged with that support in place. Independence means the learner can carry the intended learning job with the supports that legitimately belong to their environment.

This is one reason Volume 0040, The Independence Test, should never be interpreted as “strip away everything.” Remove the assistance that performs the target operation, not the access that makes the target operation reachable.

8. The boundary is task-specific

A calculator can be access, tool, scaffold or answer support depending on the target. If the learning job is interpreting a statistical model, routine arithmetic may be incidental and calculator use may preserve attention for the intended reasoning. If the job is basic arithmetic fluency, the same calculator removes the target performance.

A dictionary can preserve access to an unfamiliar text when the target is evaluating an argument. It can alter the task if the target is vocabulary inference from context. A formula sheet can support complex modelling while undermining a test of formula recall.

There is no universal list of “allowed supports” that works for every learning job. Tutors need a target-specific boundary.

9. The boundary can change across development

A planning frame may initially be a scaffold that makes a complex writing task possible. Later, once the learner understands the architecture, the same frame may begin to perform too much of the organisation. The support should then fade or become optional.

By contrast, an access technology that compensates for a persistent channel barrier may remain appropriate indefinitely. Its continued use does not imply the learner failed to become independent.

The tutor therefore needs to classify supports by function, not by how long they have been used. Some supports are temporary learning scaffolds. Some are durable access conditions. Some are ordinary tools. Some are answer-giving assistance that should disappear during proof.

10. The four-support map

A practical tutoring map uses four categories.

  • Access support: makes the task reachable without performing the target decision.
  • Learning scaffold: temporarily supports part of the target operation so the learner can acquire it.
  • Ordinary tool: a resource that legitimately belongs to the target environment and may remain available.
  • Answer support: performs or reveals a target decision that should belong to the learner in the present check.

The same object can move between categories across tasks. A text-to-speech system may be access support for algebraic reasoning, an ordinary tool in an accessible reading environment, or a target-replacing support in a lesson explicitly teaching oral decoding of print.

11. Do not confuse easier access with easier thinking

A well-designed accessible task can look easier because friction has been removed. The print is clearer. Navigation is simpler. Instructions are chunked. The learner knows where to begin.

That can make the intended intellectual demand more rigorous, not less. When avoidable confusion disappears, the learner has fewer excuses for not performing the target reasoning.

12. Do not confuse difficulty with validity

Making a task harder does not automatically make it a better test. If the tutor wants to observe algebraic representation, adding unnecessarily dense language can reduce the validity of the observation. The result becomes a mixture of language processing and algebra.

Sometimes that mixture is exactly the real-world target. Examination problems may legitimately require both. But the tutor should know when the mixture is intended and when it is an accidental barrier.

A strong task is difficult for the right reason.

13. Opportunity and access are connected

Volume 0068, The Opportunity Check, asks whether the learner had a genuine opportunity to demonstrate the skill. Access is one condition of that opportunity.

If the text is unreadable, the interface inaccessible or the instructions dependent on a barrier unrelated to the target, the learner may not have had a fair opportunity to show the intended capability. A tutor who interprets failure as a knowledge weakness can then prescribe the wrong repair.

Access support can therefore improve diagnostic accuracy. It helps the tutor expose the intended operation instead of measuring an accidental obstacle.

14. Access support should be declared when it affects interpretation

The tutor does not need a bureaucracy of support labels. But when a support materially affects what the learner had to do, record it.

“Question read aloud; learner independently selected the mathematical relationship and formed the equation.”

“Model answer unavailable before first attempt; dictionary available for two unfamiliar words.”

“One task-restatement cue provided; no method cue.”

These notes allow later evidence to be compared honestly without turning the learner into a score produced under unknown conditions.

15. The tutor must separate access from cueing

A restatement can cross the boundary very easily. Suppose the original question says: “A tank is filled at a constant rate while water simultaneously leaks from an outlet.” The tutor restates it as: “You need to subtract the leak rate from the fill rate.”

That is not merely access. It has supplied the central representation.

A more neutral restatement might clarify vocabulary without revealing the relationship: “Water enters the tank at one steady rate and leaves at another steady rate. The question is asking about how the amount of water changes overall.” Whether that still gives too much depends on the target.

The tutor should ask which decision the restatement removed.

16. The tutor must separate access from highlighting

Highlighting can improve visual navigation. It can also answer the question.

Colour-coding paragraph boundaries may preserve access to a long text when the task is analysing argument. Highlighting the exact sentence containing the answer performs evidence location. Marking every negative sign in an algebra expression can become a cue that changes the checking demand.

Again, the object itself is not good or bad. Its function relative to the target determines the boundary.

17. The tutor must separate access from explanation

A learner can need the question format explained without needing the content explained. For example, “The question has two parts; answer both” clarifies structure. “The second part wants you to use conservation of energy” supplies content direction.

During teaching, the second prompt may be entirely appropriate. During an independent check of method selection, it changes the evidence.

The tutor should therefore label prompts by what they do, not by how gentle they sound.

18. Mathematics case: Alicia and the read-aloud problem

Illustrative composite case. Alicia is working on a ratio problem embedded in a dense paragraph. The tutor’s current diagnostic question is whether she can translate the relationship into an equation. Alicia spends most of the attempt misparsing a sentence with unfamiliar vocabulary.

The tutor reads the problem aloud exactly as written and checks the meaning of one non-mathematical word. Alicia then identifies the ratio relationship independently and forms the equation correctly.

The tutor should not conclude that Alicia has mastered independent written interpretation. But the attempt does provide better evidence about mathematical representation. The support narrowed the diagnostic question rather than simply making the answer easier.

A later task can deliberately return to written interpretation if that becomes the target.

19. English case: Beatrice and text-to-speech

Illustrative composite case. Beatrice is analysing how a writer builds a persuasive argument. The lesson target is evidence evaluation and rhetorical reasoning, not oral decoding. She uses text-to-speech to hear the passage while following the text visually.

The support preserves access if it simply presents the same words through another channel. It crosses into answer support if the tool additionally summarises each paragraph, labels the writer’s claims or suggests which evidence is strongest.

The tutor’s job is to keep the target decision—analysis of argument—inside Beatrice’s control while allowing a legitimate mode of access to the source text.

20. Science case: Ciara and the model diagram

Illustrative composite case. Ciara is learning to explain a process using a diagram. The tutor provides a larger, cleaner version of the diagram because the original photocopy is blurry. That is access.

If the tutor also adds arrows showing the direction of energy transfer that the learner was meant to infer, the edited diagram now performs part of the target reasoning. The support has crossed the boundary.

A useful rule is: improve the legibility of the evidence without adding the inference unless the inference itself is being taught rather than checked.

21. Studying case: Emily and the planner

Illustrative composite case. Emily struggles to keep track of deadlines across several subjects. A shared calendar may be an access and organisation tool. If the tutor enters fixed deadlines and provides a clear interface, Emily can still decide how to allocate her own study blocks.

If the tutor fills every free block with the exact study task and priority, the tool now performs the planning job. The schedule may look excellent while self-directed planning remains untested.

The boundary is not “paper planner versus digital planner.” It is who makes the prioritisation decisions.

22. Independence can include permanent access support

Some learners will always use tools that other learners do not need. That does not make independence a lower standard. Independence should be defined around the intended capability and the real environment in which that capability is expected to operate.

If a learner independently chooses, operates and monitors an assistive tool while still making the core academic decisions, the tool can be part of independence rather than evidence against it.

This is especially important for tutor language. Avoid saying “without any help at all” when the real standard is “without answer-giving support for the target decision.” The first phrasing can stigmatise legitimate access. The second is precise.

23. Access support and scaffold fading follow different rules

AERO’s Scaffold Practice guidance emphasises fading scaffolds as students become more proficient. That principle applies to supports designed to help the learner acquire a skill. It should not be misapplied to every accessibility tool.

A sentence frame may fade because the learner can now organise the sentence independently. Enlarged text does not need to fade simply because the learner has become better at algebra. A method cue should fade when method selection is the target. A screen reader may remain if it supports access without doing the target reasoning.

The question is always: what function does this support serve now?

24. The boundary should survive changed conditions

Suppose a learner performs well only when a particular tutor provides the access support. The next step may be to make the support portable rather than remove it. Can the learner use the same accessible format independently? Can the learner request it appropriately? Can another tutor apply the same boundary without adding answer cues?

This is where self-advocacy becomes part of the route. The learner should increasingly know which support enables access, which support they are expected to outgrow, and which assistance would do too much of the target work.

25. Parent support needs the same boundary

Parents often help with good intentions but without visibility into the current learning target. A parent may read the question aloud, paraphrase it, point to the relevant line and then suggest the first step—all in one breath. The learner completes the homework, but the tutor later sees a misleadingly strong product.

A tutor can make home support safer by explaining the boundary in ordinary language. “Please help her access the question, but do not tell her which method it needs.” “You can clarify an unfamiliar word, but let him choose the evidence.” “Remind her to open the planner, but let her decide the order.”

The parent does not need a theory of assessment validity. They need a practical distinction between opening the door and walking through it for the learner.

26. AI tools make the boundary more important

AI can serve access and can also replace the target operation. A tool might read text aloud, translate interface instructions, reformat a long passage, or explain the meaning of a non-target word. Those functions may preserve access depending on the learning goal.

The same system can also identify the method, generate the argument, choose the evidence, solve the equation, rewrite the paragraph or diagnose the learner’s error before the learner tries. Those functions alter the task.

The tutor should ask a simple question before interpreting AI-assisted work: which target decision did the learner still have to make?

27. The support receipt

For any meaningful support, record three things when they matter:

  • Target: what capability is being taught or checked?
  • Support: what help remained available?
  • Boundary: what target decision did the support deliberately not perform?

Example: “Target: choose the algebraic representation. Support: question read aloud and one vocabulary clarification. Boundary: no relationship, equation or method cue supplied.”

This note is short but powerful. It allows later tutors and parents to understand what the learner actually did.

28. The support ladder

When the support is a temporary learning scaffold rather than durable access, use a ladder that makes fading visible.

  • Full model or worked example.
  • Partial model with one decision left to the learner.
  • Prompt naming the criterion but not the answer.
  • Neutral reminder to check.
  • Independent performance with ordinary access support only.

This is not a universal five-step sequence. It is an illustration of how answer-giving support can shrink while access remains stable.

29. The tutor must not infer diagnosis from support need

A learner who benefits from read-aloud support in one task has not thereby been diagnosed with a reading disorder. A learner who needs a planning frame is not necessarily experiencing a clinical executive-function condition. A learner who prefers another response mode is not defined by that preference.

Tutoring evidence can justify an educational observation: “When the language load is reduced, mathematical representation becomes much stronger.” That observation can guide teaching. It cannot establish a medical or psychological diagnosis.

30. Formal accommodations require official rules

When a learner uses formal school or examination accommodations, tutors should follow the current official arrangement rather than inventing their own version. If the tutor is preparing the learner for a specific assessment, the permitted conditions should be checked against current school or examination-authority guidance.

This volume does not define those rules. It provides the educational interpretation underneath them: access support should not be mistaken for lack of independence, and answer-giving support should not be hidden inside an “accommodation” label.

31. Three-student tutorials can preserve different access conditions

Fairness in a three-student tutorial does not require identical support. One learner may use enlarged text, another may use a reading support, and a third may work from the standard material. The intellectual target can remain shared even when access routes differ.

The tutor should avoid turning difference into spectacle. Support can be normalised as part of classroom operation. What matters is that each learner has a genuine route into the task and that the tutor knows which decisions remain the learner’s own.

Equal treatment and equivalent learning opportunity are not always the same thing.

32. Challenge and access are compatible

CAST’s UDL Guidelines explicitly combine access with high expectations, meaningful challenge and learner agency. This matters because accessibility is sometimes wrongly framed as reducing rigour.

A learner can receive accessible materials and still face demanding reasoning. A learner can use an assistive tool and still be expected to justify an inference, select a method, explain a mechanism or manage a complex project. The standard should remain challenging where challenge belongs.

The goal is not to make the learner struggle with barriers that are irrelevant to the learning target. The goal is to preserve the struggle that develops the target capability.

33. Access and the Feedback Receipt

The previous volume, The Feedback Receipt, asks whether feedback changed the learner’s next action.

The receipt should be checked under the learner’s legitimate access conditions. If the tutor removes a necessary access support during the retest, failure may reflect the barrier rather than failed feedback uptake. If the tutor leaves answer support in place, success may overstate uptake.

Good evidence therefore requires the right support boundary on both the first attempt and the return.

34. Access and the Learning Claim

Volume 0049, The Learning Claim, requires the tutor to say only what the evidence supports. Access conditions belong inside that claim.

“Can solve the problem independently” is too vague if a major support condition matters. Better: “Can independently choose and execute the method when the question is read aloud; written interpretation remains a separate target.”

Precision protects the learner from both underclaim and overclaim.

35. A practical access-support test

  • Name the target: what capability should the learner perform?
  • Name the barrier: what prevents access but is not the target?
  • Name the support: what will remove or reduce that barrier?
  • Trace the support: does it supply any target decision?
  • Declare the condition: what support remains during the attempt?
  • Observe the learner: who performs the key reasoning, selection or regulation?
  • Fade only scaffolds: reduce temporary learning help as proficiency grows.
  • Preserve legitimate access: do not remove access merely to create artificial difficulty.
  • Return under comparable conditions: retest with the same access boundary unless the boundary itself is the variable being investigated.
  • Update the claim: describe capability together with conditions that materially matter.

36. When the boundary is unclear

Sometimes the tutor genuinely cannot tell whether a support is merely enabling access or materially changing the target task. Do not force certainty.

Run a discriminating comparison where appropriate. Keep the target task similar and alter only the support condition. Observe which part of performance changes. Ask whether the support affects comprehension of instructions, method selection, execution speed, error rate or self-regulation. Use the smallest comparison that answers the educational question.

If formal accessibility needs are involved, involve the appropriate school or specialist support rather than turning tuition into a private diagnostic service.

37. Evidence foundation and limits

CAST’s UDL Guidelines 3.0 are a framework for designing learning environments that support learner agency, accessibility and appropriate challenge. AERO’s Scaffold Practice guidance describes planned and contingent scaffolding and the gradual removal of scaffolds as proficiency grows. AERO’s Extend and Challenge guide also emphasises demanding application with appropriate scaffolds and feedback.

These sources do not directly validate every tutoring rule in this volume, and UDL is broader than private tuition. The Access-Support Boundary is an educational application of their underlying distinctions: access, challenge, scaffolding and learner agency can coexist when the target is clear.

The tutor should also remember that formal accommodations can be jurisdiction- and assessment-specific. Current official guidance always outranks a generic tutoring article on what is permitted in a particular examination.

38. Tutor audit

  • What exact capability am I teaching or checking?
  • Which barriers are irrelevant to that capability?
  • Which supports remove those barriers?
  • Does any support supply a target decision?
  • Is this support access, scaffold, ordinary tool or answer support?
  • Am I removing legitimate access in the name of independence?
  • Am I interpreting scaffolded output as independent performance?
  • Which support should fade as proficiency grows?
  • Which support may properly remain?
  • Have I recorded material support conditions?
  • Can the learner increasingly operate or request the access support independently?
  • If this is formal assessment preparation, have I checked current official rules rather than guessing?

39. Parent audit

  • What is my child actually supposed to do independently?
  • Which support helps them reach the task?
  • Which support might accidentally tell them what to do?
  • Am I choosing the method, evidence or first step for them?
  • Can I help with access while leaving the key decision to my child?
  • Is a long-used support still needed for access, or has it become an unnecessary learning scaffold?
  • Do the tutor and home use the same support boundary?

40. Learner audit

  • What help lets me access the task?
  • What help gives me too much of the answer?
  • Which tools am I expected to keep using?
  • Which prompts am I learning to need less?
  • What decision must still be mine?
  • Can I explain what support I need and why?
  • Can I use that support without letting it take over the thinking?

41. What the Access-Support Boundary is not

  • It is not a ban on help.
  • It is not a demand for tool-free learning.
  • It is not a claim that all learners need identical conditions.
  • It is not a definition of formal examination accommodations.
  • It is not a medical or psychological diagnosis.
  • It is not permission to lower the intended learning goal automatically.
  • It is not permission to hide answer-giving assistance inside an accessibility label.
  • It is the discipline of preserving access while keeping the target learner decision genuinely the learner’s.

42. The ethical standard

Two mistakes are especially costly. The first is to remove legitimate support because independence is imagined as doing everything through one narrow channel without tools. The second is to leave so much answer support in place that the learner receives praise for work whose key decisions were supplied by adults or software.

Both mistakes misread the learner.

Fair tutoring keeps the door open without carrying the learner through it. It preserves the supports that make the intended task accessible, fades the supports that the learner is ready to own, and keeps the intellectual decision exactly where the learning goal says it belongs.

Evidence and connected reading

Final compression

Name the target. Remove barriers that are not the target. Preserve legitimate access. Use scaffolds when instruction requires them. Fade scaffolds as the learner becomes ready. Keep ordinary tools when they belong to the real task. Remove answer-giving assistance when the target decision needs to be observed independently. Record the support condition when it changes what the evidence means.

Do not ask whether the learner had “help.” Ask what the help did.

Access support makes the learning opportunity reachable. Answer support performs part of the learning opportunity. A good tutor knows the difference.
