The new tutor has made the first change.

It was narrow.

It was justified.

It was recorded.

It has a receipt to watch and a condition that would make the tutor reverse it.

That sounds like the hard part.

Then the next lesson arrives and three more sensible changes become visible.

Alicia’s timed algebra work is improving, but her checking routine is still too expensive. Beatrice’s comprehension evidence is becoming more precise, but her written explanations are now sometimes too compressed. Denise is ready for a longer timed section, yet her school has also moved into a new Additional Mathematics chapter that exposes a prerequisite weakness. Emily’s study week would benefit from a protected retrieval floor, but she also needs a simpler homework capture routine before the next school assessment cycle.

Every proposed change sounds reasonable.

That is exactly why the situation is dangerous.

A learning system can be damaged by too many good ideas arriving at the same time.

The problem is no longer deciding whether change is needed.

The problem is sequencing change.

The previous volume, The Tutor Handbook Vol No.0063 | The First Change, asked how a receiving tutor should make the first evidence-based modification to an inherited learning route without resetting the learner.

This volume owns the next question:

When several learning changes are all justified, which one should happen now, which one should wait, which one should be monitored without action, and which one should be dropped because the learner cannot absorb unlimited change at once?

That is the Change Queue.

1. What This Volume Owns

This volume owns the period after multiple plausible route changes have been identified.

The tutor has already learned enough to say that several parts of the learning system could reasonably change.

The difficult question is not whether each proposal is individually sensible.

It is whether the learner can absorb them together without losing evidence, coherence or stability.

2. What This Volume Does Not Own

The Change Queue sits between these owners.

It answers a narrower operational question:

Which justified change gets the learner’s next unit of change capacity?

3. Good Ideas Compete for the Same Learner

A learner has one nervous system, one school week, one examination calendar and one finite pool of attention.

The system cannot treat every improvement opportunity as independent.

Add a checking routine and you consume time.

Add retrieval and you displace something else.

Fade prompts and the learner may need more effort at the start of a task.

Add timing pressure and working-memory demands change.

Add a new planner and the learner must first learn the planner.

Add a new tutor rule and every existing routine must interface with it.

A good change can therefore create real load before it creates benefit.

4. The Change Queue Is Not a To-Do List

A to-do list usually assumes that every item should eventually be completed.

A Change Queue makes no such promise.

Some queued changes will be overtaken by new evidence.

Some will become unnecessary because an upstream repair solves the downstream problem.

Some will lose relevance when the school term changes.

Some will be rejected because their transition cost is larger than their likely gain.

The queue is therefore a living set of hypotheses about possible next changes.

5. A Proposal Must Earn Entry

“We should try this” is not enough.

Before a change enters the queue, the tutor should be able to state:

  • the current learner signal;
  • the proposed change;
  • the mechanism the change is expected to affect;
  • the primary receipt that should improve;
  • one plausible cost or interference signal;
  • the evidence that makes the proposal more than preference.

If those fields are empty, the proposal is an idea.

Ideas are useful.

They do not automatically deserve learner disruption.

6. First-In Is Not First-Out

The first problem noticed is not always the first problem to change.

Suppose Beatrice needs tighter evidence selection in comprehension and also needs stronger sentence control in explanation writing.

If the weak evidence selection is causing most current marks loss and the sentence-control issue is mild, evidence selection should probably move first.

If the sentence problem is so severe that Beatrice cannot express a valid inference even when she has selected the correct line, sentence control may outrank the evidence issue.

Queue order is causal, not chronological.

7. Dependency Comes Before Convenience

Some changes depend on other changes already being stable.

Do not add heavy timing before the method is stable enough to survive timing.

Do not fade a scaffold before the learner can reconstruct the operation the scaffold supports.

Do not move into full-paper integration while one prerequisite still causes repeated collapse.

The queue should therefore ask:

Which change creates the conditions that make the next change safe?

8. Repair Usually Outranks Frontier

A strong learner may be ready for sophisticated extension.

The same learner may also have a small but active prerequisite failure that contaminates current school work.

Frontier work is attractive because it looks advanced.

Repair work is often less glamorous.

The queue should not reward glamour.

If the repair is genuinely upstream and high leverage, it belongs first.

9. Alignment Can Jump the Queue

School reality moves.

A weighted assessment is announced.

A teacher introduces a new notation convention.

A class reaches a chapter whose prerequisites were not yet scheduled for tuition review.

A queue is not useful if it ignores the educational environment outside tuition.

Alignment items can therefore move upward when the school interface creates a real deadline or participation risk.

10. Urgency Is Not the Same as Anxiety

A parent may feel that everything is urgent.

The tutor may feel pressure because examinations are approaching.

The learner may feel that the weakest-looking subject must always be fixed first.

Queue urgency should be defined by consequence and timing.

Will delay cause current school participation to fail?

Will delay close a narrow examination window?

Will delay allow an error pattern to consolidate?

Or is the pressure mainly emotional discomfort with leaving a known imperfection unfixed?

Those are different states.

11. Leverage Matters

One small change may improve one narrow task.

Another small change may improve several downstream tasks.

For Alicia, controlling signed-number errors may improve equations, graphs and algebraic manipulation.

For Beatrice, learning to identify the exact evidence boundary may improve inference, summary and evaluative comprehension.

For Emily, a better study-priority rule may improve several subjects without adding more total study time.

High-leverage changes deserve serious queue priority.

12. Evidence Strength Changes Queue Position

Two proposed changes may have equal potential benefit.

One is supported by repeated fresh work.

The other is supported by one unusual lesson.

The stronger-evidence item should usually be easier to justify activating first.

This is not because weak-evidence ideas are worthless.

It is because uncertain ideas often deserve further diagnosis before they deserve route disruption.

13. Reversibility Matters

A five-minute retrieval check is easy to reverse.

Changing tuition frequency is harder.

Replacing a long-standing study system across all subjects is harder still.

When evidence is similar, low-cost reversible changes can often be tested earlier than high-cost structural changes.

This is one reason pilots and bounded trials are powerful.

They reduce the price of being wrong.

14. Interference Changes Queue Position

A change may be individually useful and still be badly timed because it interferes with an active intervention.

Alicia is learning a shorter checking routine.

At the same time, the tutor wants to increase speed pressure.

Those changes can interact.

If speed pressure rises before the new checking routine stabilises, the tutor may be unable to tell whether a later error comes from the new timing, the new checking process or the interaction between them.

The queue should therefore ask not only:

Is this a good change?

It should ask:

Is this a good change to activate while the current change is still settling?

15. A Queue Protects Causal Readability

Tutoring is not a laboratory in which every variable can be isolated perfectly.

School content changes.

Sleep changes.

Tests differ.

Motivation fluctuates.

The tutor cannot remove ordinary life.

But the tutor can avoid adding four unnecessary new variables at the same moment.

The queue protects the possibility of learning from intervention.

16. Initiative Overload Is a Real Systems Problem

Large education systems have long recognised the problem of too many simultaneous improvement initiatives. The OECD has described initiative overload as a risk when multiple pressures produce a hyperactive policy environment in which individual initiatives may be sensible but system coherence becomes difficult to see.

A learner can experience the same pattern at miniature scale.

New app.

New correction book.

New timetable.

New tutor rule.

New flashcard routine.

New exam technique.

Every adult sees one good idea.

The learner experiences one overloaded system.

17. Implementation Research Supports Staged Change

The Australian Education Research Organisation describes effective implementation as a deliberate and structured process that uses stages, addresses enablers and barriers, selects implementation strategies and monitors implementation outcomes.

The scale is school-wide rather than tutorial-sized.

The transferable principle is important:

Change works better when it is sequenced, monitored and adjusted than when multiple good practices are simply added at once.

18. Monitor Implementation, Not Only Marks

AERO’s Monitoring Implementation Outcomes guidance emphasises monitoring how implementation is tracking, not only whether final outcomes move.

That distinction is useful in tutoring.

Suppose the tutor introduces a retrieval floor.

Before waiting for the next examination score, the tutor can ask:

  • Did the learner actually run the retrieval block?
  • Was the dose realistic?
  • Did it displace sleep or school work?
  • Could the learner carry the routine independently?
  • Did the tutor preserve the intended active ingredient?

If implementation is already failing, activating the next queued change makes the system harder to read.

19. Active Ingredients Need Protection

The Education Endowment Foundation’s implementation guidance encourages schools to identify the active ingredients of an approach: the elements that need to remain tight while less essential features can be adapted intelligently.

The Change Queue should preserve the same distinction.

If the active ingredient of Beatrice’s current intervention is precise evidence selection, a new writing routine should not accidentally replace the evidence decision with a template.

If the active ingredient of Faith’s support fade is independent task initiation, a new digital planner should not quietly start the task for her.

A queued change may be good in isolation but wrong if it breaks the active ingredient of work already underway.

20. The Queue Needs Three States: Active, Waiting and Watching

Not every issue needs either immediate intervention or complete neglect.

A practical queue distinguishes three states.

  • Active: the change is currently being implemented and monitored.
  • Waiting: the change is justified but should not start until a dependency, capacity or timing condition is met.
  • Watching: the signal is not yet strong enough to justify change, but it deserves deliberate observation.

This prevents weak evidence from becoming premature intervention.

21. Waiting Is Not Avoidance

A tutor can know that a change is needed and still decide not to activate it yet.

Denise may need stronger time pressure.

But if she is also learning a new Additional Mathematics chapter that places high demand on working memory, the tutor may keep the timing change waiting for two lessons.

The change has not been forgotten.

Its activation condition has simply not arrived.

22. Watching Is Not Weak Tutoring

A tutor sees one possible drift signal.

Instead of changing the programme, the tutor adds one discriminating check to the next lesson.

This can be the better intervention.

A Class 3 Diagnostic Tutor often improves the route by improving the evidence before improving the treatment.

23. The Queue Needs a WIP Limit

In operations, too much work in progress creates congestion.

Learning systems have a similar problem.

If a learner is simultaneously changing task initiation, correction method, checking routine, study schedule, prompt rules and timed-paper strategy, each change must compete for attention and each produces transition noise.

A practical tutor therefore sets a low work-in-progress limit for route-changing interventions.

The exact number depends on scale and interaction.

The principle is more important than the number:

Do not activate more changes than the learner, tutor and evidence system can still interpret.

24. The Learner Can Carry Several Practices but Fewer Changes

A stable learning system may contain many routines.

Retrieval.

Corrections.

School homework.

Timed practice.

Planning.

The issue is not routine count.

The issue is how many routines are being changed at once.

Stable complexity is different from changing complexity.

25. The Change Queue and the Learning Budget Are Different

The Learning Budget asks:

Where should limited time, attention and practice go?

The Change Queue asks:

Which modification to the operating system should happen next?

A learner may allocate more time to algebra without changing the algebra system.

A learner may change the algebra checking protocol without increasing algebra time.

These are related but separate decisions.

26. The Change Queue and the Watchlist Are Different

The Watchlist monitors known fragilities that do not currently deserve full repair.

The Change Queue holds possible interventions.

A watchlist item may generate a change proposal if the signal strengthens.

A queued change may disappear if the watch signal does not recur.

Do not collapse the two systems.

27. The Change Queue and the Backlog Are Different

A backlog records unfinished obligations.

The Change Queue records possible system modifications.

“Complete school corrections” is backlog.

“Replace nightly correction review with a spaced correction return” is a change proposal.

Mixing backlog and change proposals creates a false sense that every delayed task deserves structural redesign.

28. Queue Position Should Be Reviewable

Do not freeze the queue merely because it was carefully designed.

New school evidence can reorder it.

A failed active intervention can reopen diagnosis.

A strong breakthrough can retire several waiting changes at once.

A queue is useful because it preserves candidate changes without pretending the future is known.

29. Every Waiting Change Needs an Activation Condition

“Later” is too vague.

A waiting change should have a condition.

  • after the current timed routine holds across two representative sets;
  • after the new chapter has been taught in school;
  • after the learner completes one week without parent prompting;
  • after the current scaffold has faded successfully;
  • after prelims, when structural experimentation becomes safer;
  • if the same evidence-selection error returns twice.

An activation condition turns waiting into disciplined sequencing.

30. Every Watching Item Needs a Promotion Condition

A watch item should not stay indefinitely ambiguous.

Define what would move it into the queue.

If Beatrice selects overly broad evidence on two more fresh inference questions under normal time conditions, promote evidence discrimination from watching to waiting or active.

This prevents both neglect and overreaction.

31. Every Active Change Needs an Exit Condition

Active does not mean permanent.

An active change should eventually:

  • be adopted as standard practice;
  • be revised;
  • be rolled back;
  • move into maintenance;
  • be retired because the learner no longer needs it.

Otherwise the queue only grows.

32. Near Examinations, the Queue Should Tighten

The closer the examination, the higher the transition cost of structural novelty.

Late-stage change should therefore prefer:

  • known mechanisms;
  • small reversible adjustments;
  • specific performance bottlenecks;
  • simplification;
  • better allocation;
  • targeted recovery.

It should be suspicious of:

  • new planning systems;
  • new note architectures;
  • large resource switches;
  • unfamiliar exam routines;
  • several simultaneous support changes.

The queue becomes more conservative because the learner has less time to absorb transition.

33. After Examinations, the Queue Can Reopen

Post-exam periods create a different opportunity.

There is more room for structural learning.

A study-planning change that would have been too disruptive two weeks before prelims may be exactly right after the assessment cycle.

The same queue item can move because the environment changed, not because the underlying problem changed.

34. Class 0 · Homework Helper and the Change Queue

Class 0 should be conservative about structural queue changes.

The Homework Helper may identify friction in capture, initiation or submission routines.

But a change involving diagnosis, long-term route design or examination architecture may need escalation to a higher tutor function.

Class 0 rule: queue what you can see, activate only what falls inside your scope.

35. Class 1 · Explainer and the Change Queue

The Explainer may see several representation changes that could improve clarity.

Do not change every representation at once.

Choose the representation that best tests the current misunderstanding, then see whether the learner can reconstruct the idea.

Class 1 rule: clarity changes should reduce confusion, not create a parade of competing explanations.

36. Class 2 · Drill Builder and the Change Queue

Practice systems generate many possible changes: volume, spacing, interleaving, timing, variation, prompts, feedback frequency.

The Drill Builder needs exceptional queue discipline.

If accuracy is unstable, do not simultaneously add harder variation and stronger timing pressure.

Class 2 rule: change the practice variable that answers the present reliability problem, then let the result decide which practice variable comes next.

37. Class 3 · Diagnostic Tutor and the Change Queue

The Diagnostic Tutor often has the longest queue because diagnosis reveals several plausible mechanisms.

The answer is not to treat them all.

Use discriminating questions to shrink the queue.

Class 3 rule: when several changes seem plausible, improve discrimination before increasing intervention count.

38. Class 4 · Route Designer and the Change Queue

The Route Designer owns sequencing most directly.

This tutor must see dependencies across topics, subjects and time.

Class 4 rule: queue by dependency and opportunity cost, not by whichever subject complains loudest.

39. Class 5 · Performance Coach and the Change Queue

Performance coaching can generate many tempting changes: pacing, question order, skipping rules, checking budgets, recovery scripts, time splits.

Near examinations, adding several at once is especially risky.

Class 5 rule: change the performance behaviour most responsible for current marks leakage, stabilise it under representative conditions, then move to the next leak.

40. Class 6 · Learning Architect and the Change Queue

The Learning Architect can see more possible changes than any other tutor class.

That breadth is useful only if paired with restraint.

Class 6 rule: architecture is not the ability to redesign everything. It is the ability to know which layer deserves to move first and which layers should remain deliberately untouched.

41. Repair Mode Queue

Repair items should be ordered by the weak-link chain.

Find the earliest meaningful bottleneck whose repair unlocks downstream work.

A late-stage symptom should not outrank an upstream cause merely because the symptom is more visible.

42. Alignment Mode Queue

Alignment items are ordered partly by school timing.

Current chapter demands, assessment dates and teacher feedback matter.

Alignment rule: the queue should keep the learner able to participate in current school learning while protecting deeper repair work from being permanently displaced by urgency.

43. Frontier Mode Queue

Frontier changes should compete for spare capacity, not core capacity.

Extension, abstraction, advanced transfer and cross-domain work belong only when the foundation is stable enough that the frontier does not steal the learner’s ability to operate at school.

44. Three-Student Tutorials Need Three Queues

A three-student class can share content while carrying different route changes.

Alicia may have timing pressure active.

Beatrice may have evidence discrimination active.

Ciara may have language-support fading active.

The class routine can remain coherent while each learner has a different active change and different waiting items.

This is one reason a three-student tutorial can be powerful when the tutor actually uses the information density the format provides.

45. Do Not Turn One Learner’s Queue Into Group Policy

One learner needs more timing.

Timing everyone may be convenient.

Convenience is not sufficient evidence.

One learner needs a writing frame.

Giving it to all three may accidentally reduce independence for the other two.

Group changes require a shared mechanism, not merely a shared table.

46. Alicia · Mathematics: Timing Is Active, Checking Waits

Alicia has already moved from method-selection repair into moderate timing work.

The tutor now sees that her checking process is too expensive.

Two possible changes exist:

  • continue increasing timing realism;
  • redesign checking into a shorter risk-based pass.

Both are sensible.

The tutor keeps timing active and queues the checking redesign for later because changing both at once would make accuracy shifts difficult to interpret.

Activation condition for the checking change: Alicia holds method selection and sign accuracy across two longer timed sections.

47. Beatrice · English: Evidence Selection Is Active, Compression Is Watching

Beatrice is improving at choosing the line that most directly answers the question.

Her newer answers are occasionally too compressed.

The tutor does not immediately add an elaboration framework.

The compression issue enters Watching.

Promotion condition: the answer loses necessary reasoning on two fresh questions despite correct evidence selection.

This prevents one overcorrection from producing the opposite overcorrection.

48. Ciara · Science: Language Fade Is Active, Timing Waits

Ciara can reconstruct scientific mechanisms reliably, so model-answer language has moved to post-answer comparison.

The tutor also wants to increase speed.

Speed waits.

The current active change is support fading.

Once language precision remains stable without pre-answer modelling, timing can activate.

49. Denise · Additional Mathematics: School Alignment Jumps Ahead

Denise is ready for longer representative timed sections.

Then school moves into a chapter that depends on a prerequisite Denise has not used recently.

The timing item moves to Waiting.

The prerequisite alignment item becomes Active because failure to recover it would damage current classroom participation.

The queue changes because the educational environment changed.

50. Emily · Studying: Protect Retrieval Before Rebuilding Capture

Emily’s busy weeks repeatedly displace retrieval.

Her homework capture is also mildly untidy.

The tutor activates one protected retrieval floor because the evidence shows memory maintenance is actually being lost.

Capture redesign waits because the current capture system is imperfect but still functional.

The queue chooses consequence over neatness.

51. Faith · Independence: Remove a Prompt Before Adding a Planner

Faith is increasingly able to start familiar structures independently.

The tutor could introduce a more sophisticated planning tool.

Instead, the queue prioritises fading one remaining start cue.

The reason is structural: independence should grow before another external system is installed.

52. The Queue Should Include “Stop” Decisions

New interventions need capacity.

Capacity often comes from stopping something.

The Education Endowment Foundation has repeatedly emphasised the importance of considering what schools should stop doing when adding new improvement work.

The same logic belongs in tutoring.

If the tutor adds a twenty-minute weekly error-analysis routine, what shrinks?

If nothing stops, the learner may simply receive a larger burden.

53. The Queue Should Include Capacity Cost

Two changes with equal academic value may have very different operating costs.

One requires five minutes inside the existing lesson.

Another requires a new home routine, parent monitoring and thirty extra minutes every week.

Cost does not automatically defeat value.

It changes the evidence threshold and queue priority.

54. The Queue Should Include Learner Ownership

A technically strong change can be poorly timed if it transfers too much control back to the adult.

Suppose Emily is beginning to plan her own week.

A new tutor dashboard could improve visibility but reduce learner ownership.

The queue should record that cost.

The question is not only whether the system becomes easier to manage.

It is who becomes more capable.

55. Parent Requests Enter the Queue as Evidence, Not Commands

A parent asks for more papers.

That request contains information.

Perhaps the parent sees poor exam stamina.

Perhaps the parent fears the child is underworked.

Perhaps the school has increased testing frequency.

The tutor should inspect the mechanism before turning the request into active work.

Parent voice informs the queue.

It does not bypass the queue automatically.

56. Learner Requests Enter the Queue as Evidence, Not Veto

The learner says the new routine is annoying.

That matters.

Ask why.

Does the routine duplicate work?

Does it create unnecessary recording?

Does it expose a difficult but necessary operation?

Does it arrive at the wrong time of day?

Learner feedback can reorder the queue when it reveals implementation barriers or hidden costs.

57. Teacher and School Evidence Can Reorder the Queue

Tutoring should remain connected to the learner’s actual education.

Fresh school feedback may reveal that a queued tuition change has become urgent, unnecessary or misdirected.

The EEF’s recent National Tutoring Programme evaluation emphasises that schools and tutors need to work together so tutoring is aligned with classroom teaching and tailored to pupil needs.

That is not a reason for tuition to mimic school.

It is a reason for the queue to remain connected to school reality.

58. Digital and AI Proposals Need the Same Queue Discipline

Digital tools produce unusually cheap change proposals.

A new planner can be installed in minutes.

An AI prompt can create a new workflow instantly.

A flashcard system can generate hundreds of cards overnight.

Cheap to create does not mean cheap to absorb.

Every new tool introduces conventions, interfaces and dependence risks.

Digital changes belong in the same queue as analogue changes.

59. A Queue Prevents the New Tutor From Performing Innovation

A receiving tutor may feel pressure to demonstrate value through visible novelty.

The Change Queue creates a useful professional defence.

I can see several possible improvements. I am deliberately not applying all of them. We are activating the one with the strongest current leverage, preserving the others as queued hypotheses, and allowing the learner’s evidence to decide what comes next.

That is not hesitation.

That is control.

60. A Queue Prevents Parents From Buying Every Solution at Once

Concerned families can accumulate interventions quickly.

Extra tuition.

New books.

New apps.

New schedules.

New monitoring.

The family becomes active while the learner becomes overloaded.

The Change Queue allows the tutor to say:

That may be a good idea. It does not need to start this week.

61. The Change Queue Card

  • Change ID: A short name for the proposal.
  • Current signal: What evidence created the proposal?
  • Mechanism: What learning, studying, training, education or improvement process is meant to change?
  • Mode: Repair, Alignment or Frontier?
  • State: Active, Waiting or Watching?
  • Dependency: What must be stable first?
  • Leverage: What downstream work could improve?
  • Primary receipt: What should get better?

  • Activation condition: What event moves it into Active?
  • Exit condition: What makes it standard, revised, rolled back, maintained or retired?

62. The Thirty-Second Queue Test

What changes are already active? Which proposal is most upstream or urgent? What would this new change interfere with? What must happen before it starts? What can safely wait?

If the tutor cannot answer those questions, the queue is not yet doing its job.

63. A Simple Priority Model

Queue priority does not need a fake mathematical score.

A disciplined verbal comparison is often enough.

Ask:

  • Which item is a prerequisite for the others?
  • Which item has the nearest real deadline?
  • Which item has the strongest evidence?
  • Which item is most likely to unlock several downstream capabilities?
  • Which item is most reversible if wrong?
  • Which item can be implemented without confusing the current active intervention?
  • Which item best protects learner independence?

The point is not to make tutoring bureaucratic.

The point is to make simultaneous good ideas compete honestly.

64. When Two Changes Must Be Active Together

Sometimes changes are inseparable.

A new checking routine may require one new annotation convention.

A new retrieval schedule may require the learner to move one study block.

A new timing routine may require a different question-set length.

Do not pretend these are independent changes merely to satisfy a one-variable ideal.

Bundle only the components that form one coherent intervention.

Then treat that bundle as one active change with one mechanism and one review logic.

65. When a Change Should Bypass the Queue

Not everything waits.

A serious access problem should be fixed.

A school requirement that makes the current plan invalid may require immediate alignment.

A route that is clearly producing deterioration may need containment or rollback.

A safeguarding, health or professional-boundary issue must be handled through the appropriate responsible adult or specialist route.

The queue is a discipline for ordinary learning change.

It should never become an excuse to delay necessary protection.

66. When a Queue Is Too Long

A long queue can indicate a rich learner model.

It can also indicate over-diagnosis.

If every imperfection becomes a change proposal, the tutor is treating development as defect.

Ask whether the item actually limits current learning, studying, training, education or improvement.

Some imperfections are simply lower priorities.

Some are normal variation.

Some should be left alone.

67. When a Queue Is Always Empty

An empty queue can mean the learner is stable.

It can also mean the tutor is not learning from evidence.

Good tutoring should occasionally produce candidate changes because learner states evolve.

The professional standard is not constant change.

It is constant readiness to update when evidence earns it.

School implementation research operates at a much larger scale than one learner or one tutorial.

This article does not claim that a tutor’s queue is a validated school implementation framework.

It borrows disciplined principles that remain sensible at smaller scale: define the change, protect active ingredients, work in stages, monitor implementation, distinguish context from mechanism and avoid uncontrolled initiative accumulation.

69. Current Evidence: Implementation Takes Longer Than People Expect

AERO’s Developing a School Implementation Plan, updated in April 2026, notes that implementation often begins earlier and lasts longer than schools anticipate. It recommends identifying core elements, prioritising enablers and barriers, determining implementation outcomes, scheduling activity and adjusting when needed.

A tutoring change may be smaller, but the lesson is still useful.

Do not schedule the next change as though the current one becomes stable the moment it is announced.

70. Current Evidence: Tutoring Works Best When It Is Targeted

The Education Endowment Foundation’s recent tutoring evaluations continue to emphasise targeted support and alignment with pupil need.   • What school deadline could reorder the queue?
  • What new idea sounds attractive but does not yet have enough evidence?
  • What should stop if a new routine is added?
  • How will we know whether the active change worked?
  • Could several simultaneous changes make the result impossible to interpret?
  • Is the queue helping my child become more capable, or merely creating a more complicated support system?

  • What other changes are waiting?
  • What do I need to prove before the next change starts?

75. What the Change Queue Is Not

  • It is not a list of every learner weakness.
  • It is not a promise to implement every idea.
  • It is not a reason to delay urgent protection or access.
  • It is not a first-in-first-out administrative list.
  • It is not a substitute for diagnosis.
  • It is not a substitute for the Learning Budget.
  • It is not a substitute for the Stability Window.
  • It is not a substitute for the Trial Run.
  • It is not a reason to make tutoring bureaucratic.

76. The Ethical Standard

Tutors gain power as they become more skilled.

A Class 6 Learning Architect can see many plausible improvements.

A parent with resources can fund many plausible interventions.

An AI system can generate endless plausible recommendations.

The learner still has one life.

Professional restraint therefore becomes part of expertise.

I will not make the learner carry every improvement I can imagine. I will preserve the alternatives, activate the change with the strongest present claim, protect the system from unnecessary interference, and let evidence earn the next move.
